Page 1 UTILITIES DEPARTMENT 6 BY: BY: Martha Tasker ITEM: Award of contracts for Wastewater Lift Station No. 47 and Magnolia Commons Addition Infrastructure Improvements. BACKGROUND: Development of the properties located in the southwest quadrant of 1-135 and Magnolia Road has been a challenge that has been the focus of discussion and planning on the part of the City of Salina, property owners, developers and prospective tenants for quite some time. This undeveloped area consists of approximately 320 acres and includes the 40 acres of Magnolia Commons Addition. There is currently no public water, sanitary sewer or streets serving this area. Wastewater Lift Station No. 47 will be located near the northwest corner of the Hollybrooke Subdivision and will replace the existing Lift Station No. 47. The new Lift Station No. 47 will serve the Magnolia Commons Addition, the undeveloped area, and the existing residential area currently served by the existing station. Magnolia Commons Addition Infrastructure Improvements include a waterline loop from Centennial Road, gravity sewer system, public streets and storm water system to provide service to the Magnolia Commons Addition and the undeveloped area. Refer to the attached Magnolia Commons Project Map. Bids were received May 18, 2010. Refer to the attached summary of bids for each project. United Plumbing and Service Co., Inc. and Straub Construction Co., Inc. have requested that their bids be withdrawn and the bid bond returned. Smoky Hill, LLC submitted a proposal that fully complies with the project specifications. Staff has reviewed Smoky Hill, LLC's qualifications and contacted references, and has confirmed that Smoky Hill, LLC is the lowest responsive bidder. Smoky Hill, LLC has completed projects for the City and their work has been excellent. In the early 1990's, the City completed an evaluation comparing submersible type lift stations to underground wetwell/dry pit lift stations (City's standard design). It was determined that submersible type lift stations were the most cost effective. For the last 15 years, the standard design has been submersible type lift stations. The Wastewater Lift Station Project was bid competitively to compare the capital cost of submersible type lift stations versus an underground wetwell/dry pit lift station. The difference in capital costs between the two types of lift stations is $135,000. Based on the cost difference, Staff recommends the submersible type station option be utilized for this project. Concrete pavement was bid competitively against asphalt pavement and concrete pavement was the low bid. Based on the lower maintenance costs for concrete pavement, Staff recommends that the concrete pavement option be utilized for this project. Accept the withdrawal of bids from United Plumbing and Service Co., Inc. and Straub Construction Co., Inc. and approve the return of the bid bond to each contractor. 2. Award the contract for Wastewater Lift Station No. 47 (Submersible Lift Station), Project No. 08- 2733 to Smoky Hill, LLC in the amount of $302,000.00. Contingent upon Menards closing on the purchase of the property. 3. Award the contract for Magnolia Commons Addition Infrastructure Improvements (Concrete Pavement), Project No. 08-2733 to Smoky Hill, LLC in the amount of $2,270,980.20.
