Perry Page 1 ITEM: City Commission approval is requested for the contract award for the project referred to as “Completion of Bicentennial Center Heritage Hall.” BACKGROUND: In the continued renovation of the Salina Bicenten nial Center, located at 800 The Midway, the architectural firm of Jones Gillam Renz has prepared drawings and sp ecifications for the interior completion of Heritage Hall. Bicentennial Center Phase 1 renovations consisted of approximately 60% of Heritage Hall that was renovated in the Fall of 2009 along with the meeting rooms, restrooms and corridors located on the second floor of the facility. The project contract was awarded to Cheney Construction. During the construction of Phas e 1 in 2009 Cheney Cons truction, the project superintendant and sub contractors worked very well with understanding the needs of the facility and the time line constraints for the proj ect. The Architects of Jones Gill am Renz and the Staff of the Bicentennial Center were very pleased with the completion of the project and the manner in which all contracted parties performed. The proposed project improvements should enhance and compliment the atmosphere needed for a higher quality meeting and dining environment. DISCUSSION: The team of Jones Gillam Renz, consisting of JGR Architects and LST Engineers met with Bicentennial Center staff. They reviewed and analyzed the needs and requirements of Heritage Hall. The Bicentennial Center staff met with meeting planners and members of the Visit Salina staff to best assess the needs of the multi-purpose space assigned as Heritage Hall. Three key issues have been addressed with this segm ent of the Bicentennial Center renovation in Heritage Hall including: 1). HVAC energy efficiency and code compliance for the space Locating the units on the roof will result in freeing up needed space for equipment storage The HVAC units will be gas powered for lower utility costs Energy recovery systems have been incorporated to reduce energy consumption The new system will recover over 80% of t he energy required to condition fresh air to Heritage Hall Current equipment does not meet existing codes for fresh air ventilation but will be replaced with new equipment which will meet these requirements Carbon dioxide sensors will modulate fresh air introduced into the facility based upon occupancy to improve energy efficiency 2). Energy efficient lighting controls to better illuminate the stages or areas requested by clients of the facility such as: Dimming capability of fluoresc ent and halogen lighting (e vent planners and meeting coordinators have requested this feature for events) Lighting enhancements for special meetings such as track lighting, and reflective wall washes of light Area dimming of lighting for PowerPoint presentations for speakers, conventions, meetings, etc. Occupancy sensing controls CITY OF SALINA REQUEST FOR CITY COMMISSION ACTION DATE TIME 06/07/2010 4:00 PM AGENDA SECTION ORIGINATING DEPARTMENT: APPROVED FOR NO: 8 AGENDA: BICENTENNIAL CENTER ITEM NO. 3 BY: BY: Marshall P. Perry Page 2 3). Enhanced acoustics and sound absorption will be achieved with a new ceiling system. (Ceiling will nd resemble the 2 floor meeting rooms completed in 2009). The project was advertised on May 12, 13 & 14, 2010 in the Salina Journal newspaper as well as through the City of Salina website, the Jones Gillam Renz website, various construction plan rooms, and by general invitation. st Bid submission for this project was due in the City of Sa lina Clerk’s Office by 3:00 PM on June 1 2010. The following firms responded to the advertised project and submitted bids in the amount of: 1). Cheney Construction $994,430.00 2). Wiens & Company Construction $995,000.00 3). Benchmark Construction $999,852.00 4). Straub Construction Company $1,079,000.00 5). Harbin Construction Company $1,099,000.00 Estimates for the project provided by Jones Gillam Renz Architects placed the cost for the project at: $1,198,426.00. The time table for this project is: Contract to be signed upon approval of City Commissioners. This allows for exactly nine weeks of lead time required by contractors to order and receive equipment th Demolition scheduled to begin August 9 (the day after the Tri-Rivers Fair) Substantial completion September 3rd, (ready in time for several meetings in Heritage Hall) FISCAL NOTE: This project is included in the 2009-2013 Capital Improvement Program with an estimate of $2,500,000. The previous noted construction project of the second floor and 60% of Heritage Hall, Bicentennial Center feasibility study, ADA seating project in the arena have used funds in the amount of $1,174,847.00. Funding available for this project includes: $1,304,589.00 from the remaining bond proceeds $128,578.00 available from the Investment Grade Energy Audit completed by Chevron Energy Solutions RECOMENDATION: City Commission approval is requested for the contract award to Cheney Construction Company in the amount of $994,430.00 for the completion of Bicentennial Center Heritage Hall project.
