AGENDA SECTION ORIGINATING DEPARTMENT: APPROVED FOR NO. 8 AGENDA: Utilities Department ITEM BY: Don Hoff ITEM Consider amending Sec. 41-71.1 of the Salina Code (Sewer Connection Permits and Fees) BACKGROUND The existing City Code pertaining to sewer connection fees establishes a fixed fee of $500 for each connection to the public sanitary system for property to be served located within the city limits or $750 for each connection if the property to be served is located outside the city limits. These fees apply only if the property has not been included in a wastewater benefit district. The existing fixed fee schedule does not reflect the actual cost to install the public sanitary system. Properties within wastewater benefit districts are charged the actual cost of sewer installation. The attached revised ordinance provides for sanitary sewer connection fees based on the front footage of the property to be served and upon a front footage charge. The front footage charge is determined by averaging the actual installation cost of sanitary sewers during the previous five (5) years. This approach will allow the City to recover the initial construction cost and to achieve equity with properties served by sanitary sewers within a benefit district. Several years ago, the City Code regarding connection fees for watermains was similarly revised to eliminate the fixed fee charges. The water connection fees are now also based on the front footage of the property served and upon average watermain installation costs. RECOMMENDATION We recommend the City Commission adopt the attached Ordinance No. 99-9935 relating to sanitary sewer connection fees. Attached: Ord. No. 99-9935
