Approval of the 1999 Street Improvements, Project No. 99-1190 and authorize staffto establish a bid date
for the project.
BACKGROUND
The 1999 Capital Improvement Program allocates $1,300,000 for the Street Maintenance Program
includes a variety of contracted street repairs. These repairs include asphalt slurry seals, asphalt crack
sealing, asphalt overlays, brick street repairs, railroad crossing upgrades, concrete curb and gutter
replacement, concrete street patching, etc.. The 1999 program contains a slightly more aggressive
approach for existing, badly deteriorated residential concrete streets. The approach is simply "full
replacement" of the street, however this has not been done much in the past due to the high cost of the
repairs. After reviewing all concrete streets in this category, and based upon input from citizens, two
sections of street were chosen as follow:
1. South Fourth Street, from Crawford Street to Prescott Avenue.
2. Front Street, from Ash Street to Elm Street.
These streets are unique in other ways as well as a result of their age, type of construction existence of
railroad tracks and other issues. City engineering staff has prepared plans and specifications for these
street improvements to be accomplished as one construction project.
The estimated cost of the improvements is $300,000. The project is tentatively scheduled to receive bids
on July 13, 1999 with construction to begin in August, 1999. The construction will be completed by
November, 1999. City staff has worked closely with adjacent property owners and will continue to do
so throughout the construction process to minimize disruption.
ACTION
It is recommended that the City Commission approve the 1999 Street Improvements, Project No. 99-1190
and authorize staff to establish a bid date for the project.
