On September 16, 1986, the Sclir.a City Planning Commission conducted a public
hearing on the above referenced application. A public hearing and action by the
City Commission is not normally required for final planted development districts.
However, in accordance with Section ~2-407 of the Salina Code, staff' aetermi~,ed
that a significant char,§e ir, the concept of the development was prcposeo by this
application, and, therefore a public hearing was required.

hearing, a motion was unanimously (5-0) adopted to approve the application, and to
recommend that you do likewise, subject to the following:
1. Acceleration lanes need to be shown for northbound 9th Street traffic
from Magnolia Road, Saturn Avenue and the northernmost mall entrance.
2. The north side of Magnolia Road shows pavement widening from S. 9th to
Rockhurst Road with adequate additional right-of-way dedicated the
remaining distance to Belmont Boulevard. Consideration should be
given to requiring a statement on the plan indicating that widening
will occur immediately as shown at the property owner's expense and
that the remaining widening will be at the owner's expense when deemed
necessary by the City. An alternative to this statement would require
that the drawing amended to show the full four lane width.
3. The access break on the north side of Magnolia Road to Tract 8 should
be deleted.
4. The access break and crossover (median break) at the entrance between
Magnolia Road and Saturn Avenue must be specifically authorized by the
Planning and City Commissions.
5. As currently shown, there is a' lack of vehicular stacking space at the
two southern entrances to the development from S. 9th Street. This is
caused by the existence of the out-lots and the frontage road (Century
Plaza Drive). A solution that was tentatively agreed to by represen-
tatives of the applicant and the City involved vacation of the entire
length of Century Plaza Drive. Since the National Bank of America is
also affected by this, they must agree in writing. A condition of
approval of the vacation by the city must be that no additional access
breaks from either S. 9th Street or Magnolia Road will be possible to
current or subsequent owners of the NBA tract.

and 9, Lot 11, Block 7 and Lot 12, Block 8 must be amended to read,
"office" or some other appropriate term.

sign regulations for the development shall be in accordance with the
Salina Zoning Regulations as follows:
All of Lot 1, Block 1, except Tracts 7, 8 and 9 shall comply with
the requirements of the "C-3" (Shopping Center District) regula-
tions.

the revised drawings which will be available just prior to your 4:00 meeting.
Should your concur with the recommendation, a motion to that effect and
authorizing the Mayor to sign the PDD is all that is necessary. The legal protest
period expires on september 30, 1986.
