Application #HC86-2, filed by Patrick R. and O. Jean Brewer, requesting
Heritage Conservation (HC) Landmark designation for Lots I and 2, School
Park, Original Townsite of Salina, Kansas (200 S. 7th Street).
On August 27, 1986, the Salina City Heritage Commission conducted a public hearing
on the above referenced application. At the conclusion of that hearing, a motion
was unanimously approved (5-0) to:
declare the Lee/Flanders house at 200 S. 7th Street as an architecturally
· and historically significant asset to Salina, based upon its unique style and
the importance to the city of its early owners;

recommend to the City Commission that Application #HC86-2 be approved and that
Heritage Conservation (HC) Landmark designation be placed on this property.
This property is proposed for HC designation for reasons fully discussed in the
staff report and include the following:
A. This house was built about 1890.
The structure is a Queen Anne Victorian house with a Colonial Revival
porch added in approximately 1915. The house features a 2-story round
tower on the north, a front dormer with Queen Anne glass in the 3rd
floor attic, a 3 bay window on the south, art glass windows on the east
end of the south wall and a cut limestone foundation. It is one of a
dwindling number of Victorian Queen Anne houses left in Salina.
The house was originally built by William B. and Isabelle Flanders. W.
B. Flanders is listed as Chairman of the City Trustees in 1868 and was a
member of the Board in 1869. He was a city councilman in 1870-71. He
was one of the first trustees of the First Baptist Church, the first
church in Salina to be incorporated under the laws of Kansas.

H. D. Lee owned the home from 1913 to 1916. Mr. Lee was the founder of
the Lee companies: Hardware, Mercantile and Milling.
Charles A. Lee, nephew of H. D. Lee, owned the home from 1916 to 1955.
Charles A. was associated with Lee Mercantile and Kansas Ice and Storage
Co. His wife, Grace Moses Lee, was one of the organizers of the YWCA,
was active in charities and contributed to the support of several
institutions, including the St. Francis Boys' Home and St. John's School.
Therefore, if you concur with this recommendation, the attached ordinance should
be placed on first reading today. Second reading would then be scheduled for
September t5, 1986.

This house should be preserved because of its history, structure
and workmanship.
To date we have financial assistance available to us but have not
applied. We want first to be sure that the property will be
preserved and that our hopes for a restaurant second will be fulfilled.
We believe that both can be accomplished and everyone who wishes
can come see the beauty of the house. To have it made a landmark
would be a thanks to the Flanders family and the Lee families
for their contribution to Salina.

SOUTH SEVENTH STREET FOR HERITAGE CONSERVATION (HC) LANDMARK
DESIGNATION.
BE IT ORDAINED by the Governing Body of the City of Salina,
Kansas:
Section 1. That the structure located on the following described real
estate, to wit:
Lots 1 and 2, School Park, Original Townsite
of the City of Salina, Saline County, Kansas
be and the same is hereby designated as a Heritage Conservation (HC)
Landmark.
Section 2. That this ordinance shall be in full force and effect from
and after its adoption and publicaion once in the official city newspaper.
