A request was filed by Salina Presbyterian Manor for a break in the restricted access
control on the north side of East Crawford Street.
Presbyterian Manor Subdivision was platted in 1977 in accordance with the City's Sub-
division Regulations. These regulations provide for restricted access control for
property bordering arterial streets and this control along East Crawford Street was
granted by the developer/owner of this subdivision as a result of the platting process
Development of the Presbyterian Manor complex is regulated by their final Planned
Development District plan. This plan was recently revised by the developer/owner and
approved by the Salina Planning Commission to show a break in the restricted access
control on the north side of East Crawford Street directly north of the intersection
of East Crawford Street and Markley Road. This proposed driveway location would
provide access to a group of duplex units currently under construction southwest of
the main apartment complex.
Our department continues to support the concept of providing restricted access control
for arterial streets such as East Crawford Street. Presbyterian Manor Subdivision is
currently served by a single driveway location. We believe the planned development of
Presbyterian Manor Subdivision would be enhanced by an additional break in the re-
stricted access control. We, therefore, recommend the City Commission grant the
petitioner's request for a break in the restricted access control on the north side of
East Crawford Street directly north of the East Crawford Street and Markley Road inter.
section. The access break would begin 569.15 ft. east and would end 609.15 ft. east
of the southwest corner of the S.E.¼ of Section 17, T14S, R2W. This 40 foot break will
accommodate their proposed driveway.
