Stack ITEM: Ordinance No. 10-10531 a) Conduct public hearing on the 2009 Special Assessment Projects. b) Second reading Ordinance No. 10-10531 levying special assessments for improvements. BACKGROUND: On January 25, 2010, the City Commission received a final breakdown of costs for the 2009 Special Assessment Projects. Following a review of the projects, the Cit y Commission scheduled a public hearing for February 22, 2010 and instructed the City Clerk to publish a notice of the public hearing to property owners within the benefit districts. A summary of finances for the 2009 public improvement projects is shown below: Project Property Owners Share City Share Total Cost Stone Creek Addition $ 354,159.09 $ 0.00 $ 354,159.09 Project No. 08-2714 Scoular Addition $ 52,554.70 $ 0.00 $ 52,554.70 Project No. 09-2764 TOTALS$ 406,713.79 $ 0.00 $ 406,713.79 The public hearing is intended to receive input from interested parties and particularly property owners within the special assessment benefit district. The primary issue at this point in the process is not whether the special assessments s hould be levied against the properties, but rather that the final costs have been properly calculated and distributed. A calendar of events is attached with a summary of City Commission action item dates as follows: February 22, 2010 Assessment hearing and second reading of ordinance March 22, 2010 Resolution approving preliminary official statement and authorizing sale of bonds with first reading of bond ordinance April 19, 2010 Bond sale date and second reading of bond ordinance FISCAL NOTE: This action sets the foundation for the final determination of assessments after the public hearing. The assessments so determined will play a significant role in retirement of the associated debt over the next 15 years. COMFORMANCE WITH STRATEGIC PLAN: Goal 3: The City will provide the highest quality of services, consistent with governing body direction, available resources and staff commitment to quality. RECOMMENDATION: Conduct public hearing on the 2009 Special Assess ment Projects and approve on second reading Ordinance No. 10-10531.
