Award of contract for 2002 Street Improvements, (Moundview Avenue extension and Russell Avenue
cul-de-sac), Project No. 02-1363.
BACKGROUND
The 2002 budget includes a component for the construction of the Moundview Avenue extension from
Faith Drive to Crawford Street. This project is in response to various traffic issues at the Crawford/Ohio
intersection. This project includes approximately 180 lineal feet of asphalt street complete with curb
and gutter and a drainage system. An aerial photograph of the project limits is attached.
The 2002 budget also includes a project for the construction of a cul-de-sac on Russell Avenue. This
cul-de-sac was needed due to the vacation of the Russell Avenue right-of-way immediately west of
Ohio Street, and provides separation of commercial and residential traffic. This right-of-way vacation
was simultaneous to the platting for the proposed Green Lantern facility at the northwest corner of
Cloud Street and Ohio Street. An aerial photograph of the project limits is attached.
Bids were received for this project on Tuesday, July 16, 2002 as follows:

The 2002 Budget allocates $1,100,000 in special gas tax funds for the 2002 Street Improvement
Program. The Russell Avenue cul-de-sac project was originally included in the 2001 Street
Maintenance sub-CIP for $35,000 and was to be built simultaneously to the Green Lantern project at
the corner of Ohio Street and Cloud Street. Due to the delay in construction on the Green Lantern
project, this project was never advanced to a bid letting in 2001. This project will now be funded out
of the 2002 Street Maintenance Program. The actual bid cost for the Russell Avenue cul-de-sac
portion of this project is $27,707.52.
The 2002 Budget also allocates $125,000 from the general fund for the Moundview Avenue street
extension from Faith Avenue to Crawford Street. The actual bid cost for the Moundview Avenue portion
of this project is $41,369.18. If the bid is accepted, the 2002 general fund will realize a savings of
$83,630.82.

with both ot these projects, the projects are off to a very successful start.
RECOMMENDATION
It is recommended that the City Commission award the contract for the 2002 Street Improvements,
Moundview Extension (Faith to Crawford) and Green Lantern Addition (Russell Ave. cul-de-sac),
Project No. 02-1363, to APAC-Kansas Inc., Shears Division in the amount of $69,076.70
