Authorization to purchase computer hardware for the Computer Technology Department from
Integrated Solutions Group of Salina and to use their services for installation and setup.
Backaround:
In 1996, Congress passed the Health Insurance Portability and Accountability Act (HIPAA). One
of the requirements of this legislation was to provide strict guidelines for the use, storage and
dissemination of confidential medical and health data. Data generated from the City's'
Emergency Medical Service (EMS) function is governed by this law.
As a result, we have been working with Sweet Computer Services, the vendor of our current EMS
database billing software to facilitate an application upgrade that will allow us to fully meet the
HIPAA requirements. The database software upgrade (Amazon 2000) was purchased in April of
this year. In order to house and run this application a new computer server is required. The
database application specifically requires a Microsoft SOL server engine to function properly.
This engine provides for faster and more efficient access to the data. In order to allow time for
software testing and to receive full assurance that the new EMS billing software is functioning
properly in accordance with the HIPAA requirements, Sweet Computer Services is requiring that
we become fully operational by the end of September.
As a result, the City solicited and received a server proposal from Integrated Solutions Group
(ISG) in the amount of $16,930. Installation and setup cost is estimated to be $1,200 to $1,500,
depending on actual time needed. This server is specified to fully meet our current needs,
including overall performance and data backup capabilities. In addition, the SOL server engine
can also be utilized for at least two database application upgrades (document imaging and fire
department reporting software) planned for 2003 and future needs as they arise. Staff will also
insure the server has the required software licensing. This will be purchased separately, and is
estimated to be between $6,000 and $7,000. Staff believes the proposal from ISG to be
competitive and is confident in their ability install and setup the hardware/software. Funding for
this project is available in the General Fund, with allocation from the Computer/Technology sub-
CIP.
Recommendation:
Staff requests authorization to 1) purchase computer hardware for the Computer Technology
Department from Integrated Solutions Group of Salina, in the amount of $16,930; and 2) to use
ISG's services for installation and setup in an amount not to exceed $1,500.
