Approve the Raw Water Supply Study, dated February 2010, as drafted by HDR Engineering, Inc.,
Wilson & Company Engineers and Architects, and Layne Christensen Company.
BACKGROUND:
In March of 2008, the City Commission authorized HDR Engineering, Inc. to conduct a Raw Water
Supply Study. The purpose of this study was to evaluate use of the City's existing water supply
sources, the Smoky Hill River and the wellfields that tap into the alluvial aquifer, and identify and
evaluate sustainable alternatives to meet the City's water supply needs over the next fifty years (year
2060). A Citizens Advisory Board was created to provide input to City Staff and the consultant
throughout the study. A total of seven Citizens Advisory Board meetings were conducted. In addition,
three study sessions were conducted with the City Commission (December 8, 2008; March 2, 2009;
and May 4, 2009). The study, in its entirety, is on the City's website at www.salina-ks.gov, under
Public Information/Raw Water Supply Study. The Cover Sheet; Table of Contents, Tables, Figures,
and Appendices lists; and Executive Summary are attached.
FISCAL NOTE:
The Raw Water Supply Study was funded from the 2008 WaterlWastewater Enhancements Category
of the Capital Improvements Program. The Short Term Capital Improvements (2009-2015) as
presented in the Raw Water Supply Study, with the exception of the construction of the South
Wellfield Improvements, are included in the Sub-CIP or 2010-2014 Capital Improvement Programs.
These improvements have been incorporated into the current 5 year Water and Wastewater Rate
Study. The construction of the South Wellfield Improvements ($21,650,000) is identified in the Capital
Improvement Programs, but no funding mechanism has been determined.
CONFORMANCE WITH THE STRATEGIC PLAN:

Goal: The City will provide the highest quality of services, consistent with governing body direction,
available resources and staff commitment to quality.
Action Items: Consider the development of citizen advisory committees to provide integrated input for
capital improvement project planning and planning activities.
The City Commission will maintain its commitment to the municipal organization by providing direction
and resources that will allow them to meet established expectations.
Maintain a stable operating budget for the delivery of core public services, while investing as many
financial resources as practically possible into maintaining and developing the public infrastructure.

Goal: The City will recognize the importance of a healthy community and its natural resources, and
will make practical efforts to preserve them.

Action Item: Finalize a comprehensive approach to water use and conservation, including the creation
of a long-range raw water plan, updating of current water conservation practices, review and possible
amendment of existing water pricing, and community education. This action item shall include input
from water professionals, local stakeholders and the citizens at-large.
COMMISSION ACTION:
Staff has identified the following alternatives for City Commission consideration:
1. Approve the Raw Water Supply Study, dated February 2010, as drafted by HDR Engineering,
Inc., Wilson & Company Engineers and Architects, and Layne Christensen Company.
2. Approve the Raw Water Supply with any additions and/or modifications to the text the City
Commission deems appropriate.
