Page 1 BY: Dean Andrew BY: ITEM: Resolution No. 10-6704 Consider approval of resolution expressing support for the development of a planned multi-family housing project to be located on Armory Road west of Broadway Blvd. BACKGROUND: Overland Property Group of Overland Park, Kansas, is in the process of preparing an application to the Kansas Housing Resources Corporation for federal Low and Moderate Income Housing Tax Credits (HTC) to help finance the construction of an affordable housing project in Salina. Overland Property Group is a company which has built apartment complexes in Missouri, Kansas and Colorado including the 96 unit Reserves at Prairie Glen apartment complex on South Ohio which was also financed with tax credits. The application is for the new construction of 32 units of income qualified rental housing for individuals and families on Armory Road (immediately south of Kmart). As planned, this would be Phase I of the project with Phase II containing an additional 16 units. A project description is attached along with a conceptual site plan and elevation drawings. The Kansas Housing Resources Corporation has identified a continuing need for affordable rental housing in Salina but they strongly encouraged the Overland Property Group to look for a location that is in Salina's Neighborhood Revitalization Area (NRA). The proposed site on Armory Road is within the city's designated revitalization area and is currently owned by Western Extralite. Overland Property Group has an option on the property. The applicant and their architect have met with the City's Development Review Team to discuss the development potential of the site. The site contains approximately 3.3 acres. Conformance with Comprehensive Plan The proposed building site is currently zoned C-3 (Shopping Center) district and is shown as Commercial Retail in the current Comprehensive Plan. Multi-family apartments are a conditional use in the C-3 district and the Drury Place apartments west of Bank VI on South Ohio are located in a C-3 district. The Chapel Ridge Apartments next to Central Mall are adjacent to a C-3 district. The draft Comprehensive Plan shows the area around South Street and Broadway Blvd. as a future mixed use Neighborhood Center and as a transition area between more intense commercial development to the south and possible residential redevelopment north of South Street. (See attached map). The draft plan notes that the Broadway Corridor is no longer Salina's primary retail destination area and that it is an ideal place to start redevelopment within the community. Neighborhood centers are intended to have a residential component and residential apartments are identified as a secondary use in the Neighborhood Center land use category. Buffer areas between the proposed apartments and adjacent commercial development and access to Broadway Blvd. would be worked out during the Conditional Use Permit review process. It is anticipated that the east segment of Armory Road will need to be linked to the north segment of Armory Road and a water line loop will need to be completed to support development on the selected site. Page 2 BY: Dean Andrew BY: Conformance with Strateqic Plan Development of multi-family housing in the proposed location would appear to be consistent with the following strategic goal in the City's Strategic Plan: GOAL: THE CITY WILL CREATE A COMMUNITY OF MIXED-USE, QUALITY DEVELOPMENT AND REDEVELOPMENT. COMMISSION ACTION: As part of the tax credit application process, KDOCH requires a resolution from the local governing body stating its approval and support for any proposed development using housing tax credits. A resolution has been prepared for City Commission consideration based on a format suggested by HRC. The resolution, while approving and supportive of the development, includes language that subjects the project to final site plan approval and the building permit review process. RECOMMENDED ACTION: Consider adoption of the attached resolution.
