Award of contract for the Front Street Sanitary Sewer Reconstruction and Manhole Replacement,
Project No. 09-2769.
BACKGROUND:
City staff identified a bottleneck in the existing 24-inch gravity sanitary sewer line directly up stream of
Wastewater Pump Station No.1 (located near Central Garage). The existing 24-inch line reduces
down to a 12-inch line for a distance of approximately 1,650 feet. The existing 12-inch line is too small
to handle wet weather flows and occasionally surcharges / backs wastewater in the existing gravity
sewer system. The Grand Avenue Master Utility Plan recommended replacing this existing 12-inch
line with a 24-inch line to provide capacity for future growth in an area bound on the north by Euclid
Avenue, on the south by North Street, on the east by the Dry Creek Channel and on the west by the
Flood Control Levee. In addition, up-sizing this line will provide capacity for future growth in the
Diamond Drive area.
Three existing manholes have deteriorated to a point where repair IS not possible and require
replacement. These manholes are located at the following locations:
. Ash Street and Des Moines Avenue
. Franklin Street and Broadway Boulevard
. Ohio Street and Republic Avenue

The project specifications allowed the construction to be completed by either the conventional open
cut trench method or pipe reaming. Pipe reaming will be utilized to up-size the existing 12-inch line to
a 24-inch line. Pipe reaming is a process where the existing 12-inch line and soil are ground up,
pulverized and removed to allow the new 24-inch line to be pulled in place.

Nowak Construction Co., Inc. submitted a proposal that fully complies with the project specifications.
Staff is familiar with pipe reaming projects that Nowak Construction Co., Inc. has completed and the
quality of their work is excellent.
FISCAL NOTE:
A budget allocation of $556,500 for the Front Street Sanitary Sewer Reconstruction and Manhole
Replacement is included in the 2009 Capital Improvement Program under the category of Water and
Wastewater Enhancements.
CONFORMANCE WITH THE STRATEGIC PLAN:
Related Strategic Plan goals may include:
GOAL #3: The City will provide the highest quality of services, consistent with governing body
direction, available resources and staff commitment to quality.
Action Item: The City Commission will maintain its commitment to the municipal organization by
providing direction and resources that will allow them to meet established expectation.
COMMISSION ACTION:
It is recommended that the City Commission award the contract for the Front Street Sanitary Sewer
Reconstruction & Manhole Replacement, Project No. 09-2769 to Nowak Construction Co., Inc. of
Goddard, Kansas in the amount of $515,957.00.
