Award of contract for the Water Treatment Plant Softening Basins Rehabilitation, Project No. 09-
2779.
BACKGROUND:
The water treatment process provides partial water softening of the groundwater and surface water
sources, as well as, filtration and disinfection as required to meet federal and state drinking water
standards.
The two solids contact softening basins are utilized to soften water treated with excess lime and soda
ash. The basins were placed into operation in 1999. Each basin is 90 foot in diameter and has a 19
foot side water depth. The basin exterior is constructed of concrete and the internal equipment is
constructed of steel. The steel components were field painted prior to being placed in operation. The
protective paint coating is revealing numerous areas where the paint system has failed and bare
metal is exposed. If these areas are not addressed, more serious corrosion of the steel components
will occur. Repainting this type of equipment on a ten year schedule is reasonable.

(1) Koehn Painting Co., LLC acknowledges that their bid was submitted in error and that they do not
intend to enter into a contract if awarded, and that the bid bond in the form of a cashier’s check in
the amount of $1290.00 will be forfeited. (See attached letter.)
C2i, Inc. submitted a proposal that fully complies with the project specifications. Staff has contacted
three of C2i, Inc. references and each indicated they are satisfied with the quality of C2i, Inc.’s work

and that they will continue to utilize C2i, Inc. on future projects. The references included food grade,
pipeline and fuel storage type projects. Each reference indicated that C2i, Inc. was required to follow
a paint system specification, met stringent quality control testing, and comply with strict safety
requirements.
FISCAL NOTE:
A budget allocation of $220,000 for the Water Treatment Plant Softening Basins Rehabilitation is
included in the 2009 Capital Improvement Program under the category of Water and Wastewater
Enhancements.

Action Item: The City Commission will maintain its commitment to the municipal organization by
providing direction and resources that will allow them to meet established expectation.
COMMISSION ACTION:
It is recommended that the City Co mmission award the contract for the Water Treatment Plant
Softening Basins Rehabilitation, Project No. 09-2779 to C2i, Inc. of Hutchinson, Kansas in the amount
of $176,687.00
