Approval of Change Order No. 2, Underground Cable Installation Project No. 98-1086.
BACKGROUND
A contract in the amount of $89,800 was awarded to TBS Construction, Inc. on March 16, 1998 to install
underground cable to remote-read approximately 1,200 water meters. The scope of this work included
the installation of a small diameter electrical cable from the meter location near the street curb to a
receptacle normally mounted on the side of a house. This cable is placed across yards by using a
vibratory plow, trenching or boring machines.
The Contractor has completed all the work as specified in the original contract. This project was
completed in a timely manner and the quality of the installation work was high. Addressing the concerns
of the 1,200 property owners affected by this project was not an easy task. Property owners were advised
by the Contractor of the nature of the work and a work schedule. The Contractor's public relations effort
was outstanding.
TBS Construction, Inc.'s bid price was 11% and 28% below the next two (2) bidders at the original project
bid opening last March. Based upon their Iow bid prices and superior job performance, we approached
TBS to determine if they would agree to perform the 1999 Underground (U/G) Cable Installation Project,
involving another 1,200 addresses, at their 1998 contract unit prices. They were receptive to this proposal
and could start work by May 1st.
RECOMMENDATION
We, therefore, recommend the City Commission approve Change Order No. 2, Project No. 98-1086, in
an amount not to exceed $90,800 and authorize TBS Construction, Inc., Chanute, Kansas, to install the
U/G cable to remote approximately 1,200 additional water meters.

THIS AGREEMENT, made and entered into this day of April, 1999, by and between the
CITY OF SALINA, KANSAS, Owner, and the above named Contractor, modifies the existing
contract dated March 16, 1998, under the above subject, project and project number in the following
particulars to wit:
1. The specifications for certain Underground Cable Improvements in the City of Salina, Kansas,
dated January 1998, are hereby amended in the following particulars only; all other terms and
conditions remain unchanged.
(a) The Owner desires to expand the scope of work to include the installation of
underground cable to approximately 1200 additional separate addresses not specified
in the original contract documents or in Change Order No. 1.
(b) The Contractor has expressed a desire to perform this additional work with no increase
in unit prices, but with an extension of time to complete the cable installation:

2. The undersigned proposes to furnish all tools, appliances, equipment and labor required to
complete the cable installation in a through, workmanlike, and satisfactory manner in
accordance with the project specifications and contract documents for the following prices:
