Award bid for construction of a Landfill equipment storage building to Larkin Excavating, Inc.
BACKGROUND:
On August 10, 2009, the City Commission approved the award of contract for the construction of
Landfill Cell #5. At that time the Commission did not approve the authorization of the equipment
building as a part of the project. Staff was to go back and see if constructing the building could be
accomplished at less expense.
When the Engineer's estimate was assembled for the cost of the building, as a part of the cell
construction project, the engineering consultant (Aquaterra Environmental Solutions, Inc.) contacted
Salina Building Systems, a local building construction firm who constructed the prior landfill equipment
shed, to obtain a quote on the cost to disassemble and move the existing structure or construct a new
building.
Salina Building Systems quoted a cost of $20,617 for a new building, and $759 less to relocate the
existing structure. There would be some risk with damage to components during disassembly and
assembly. The engineer's estimate was increased to $22,000 to account for a profit margin and then
used to evaluate the equipment building bid portion of the cell construction contract.
All eight bids received included the cost of an equipment storage building and ranged from $21,300 to
$40,000. Larkin Excavating, Inc. was awarded the contract for the cell construction and submitted a
bid of $21 ,300 for a Lester Building. This cost equates to $18.49 per square foot. A local architectural
firm informed the City that this was a fair and reasonable price for this type of structure, and staff
agrees.
By adding the cost of the structure to Larkin's low bid of $1,533,590 for the cell construction, the total
project would be $1,554,890, and still under the next lowest bid from Maim Construction of
$1,638,341.81. Rebidding the project would not result in any significant savings, and would increase
the cost of constructing this building.
Larkin Excavating, Inc. has agreed to still honor their bid. This additional work can be scheduled into
the overall construction plans if the City Commission approves the award.
The existing equipment storage building stores tractors, a mower, other equipment and hay that is
used in erosion control. The building dates back to the opening of the landfill in the mid 1970's. This
structure is in extremely poor condition and will be disassembled and disposed of once a new building
is constructed.
FISCAL NOTE:
Financing for the construction of Landfill Cell # 5 will be accomplished with the issuance of Temporary
Notes in early 2010. These notes will be repaid from 2011 through 2014.

The most recent five year cash flow pro-forma for the Solid Waste fund provides for an annual
payment of $450,000 for 4 years to retire the notes for Cell 5 Construction. This is sustainable within
the existing rate structure projections, considering operating costs and other capital needs, and would
support a total project cost of up to $1,700,000. The total project cost, including the cell construction
previously awarded ($1,533,590.00) and the cost of the building at $21,300 will be $1,554,890.00. A
3% contingency has also been authorized by the City Commission. In the event the contingency is
needed, the total project cost will be $1,601,536.
The 2009 to 2013 Capital Improvements Program had contemplated a maximum of $2,300,000 for
this project.
CONFORMANCE WITH STRATEGIC PLAN:
Goal 3: The City will provide the highest quality of services, consistent with governing body direction
available resources and staff commitment to quality.
RECOMMENDED ACTION:
Staff recommends that the City Commission award the bid for the construction of the landfill
equipment building to Larkin Excavating, Inc. for the amount of $21,300 and add this amount to the
Municipal Solid Waste Landfill Facility Cell #5 Construction, Project No. 09-2769.
