Authorize Westar Energy to install service extensions in association with City Project Number 09-
2769, Municipal Solid Waste Landfill Facility Cell #5 Construction.
BACKGROUND:
The Municipal Solid Waste Landfill Facility Cell #5 Construction project requires the extension of
electric line service connections by Westar Energy to supply power to two separate locations - the
equipment storage shed (which is currently being considered outside the construction contract) and
the leachate collection system for Cell #5. These service connections were initially included as part
of the specifications for the cell construction contract, but were removed when contractors were not
able to obtain estimates from Westar Energy for their portion of the expense. City staff should have
included these extra costs when the project was awarded on August 10, 2009. Staff received the
following cost estimates "from Westar Energy at the pre-construction conference on August 20, 2009.
Estimates for overhead and underground options are provided for the area near where work will take
place, or where equipment is to be on a regular basis. Staff believes the underground service
(crossing the roadway) is necessary for the leachate collection system, but not for the equipment
storage shed.

The City Commission authorized a 3% construction contingency ($46,007.70). Even though this cost
could be absorbed by the contingency, it is preferred that the it be reserved for any unforeseen cost
overruns rather than expenses that were known at the time of the award.
FISCAL NOTE:
The 2009 Capital Improvements Program had budgeted $2,300,000 for this project, of which
$1,579,597.70 has been authorized by the City Commission. This recommended action would be
funded from the $2.3 million project budget within the Capital Improvement Program, and outside of
the previously approved construction contract.
CONFORMANCE WITH STRATEGIC PLAN:
Goal 3: The City will provide the highest quality of services, consistent with governing body direction,
available resources and staff commitment to quality.
RECOMMENDED ACTION:
Staff recommends the City Commission authorize Westar Energy to install service connections in
association with the Municipal Solid Waste Landfill Facility Cell #5 Construction Project No. 09-2769
for $30,490 and $2,367 making a total cost of $32,857.

RE: Salina Landfill Proposed Overhead Electric Extension (West Side Of Property)
Dear Mr. Fraser,
This is to confirm our conversation regarding the proposed overhead primary extension to serve the
proposed building at the west side of the property for truck heaters; 1 have estimated the cost to extend a
single phase overhead primary line approximately 415ft south along the tree line west of the holding
pond for the proposed location,
The estimated cost is $2.367.00 for the extension with an overhead service to a customer meter pole or
building. The estimated cost is $2.960.00 for the extension with. an underground service to a customer
meter rack or a building. The amounts above reflect the actual cost to the customer after an allowance has
been given for anticipated revenue the new service will genenlC:e.
Westar Energy will provide and install all overhead primary facilities to serve the new installation and
the overhead or underground service conductors. The customer will be required to supply and install
either the meler pole and riser for an overhead service Or the service conduit and meter rack for an
underground service.
Westar Energy requires a lctter from the City Of Salina staling their intention to pay the required cost

serve the leachate building at the new landfill cell. I have estimated the cost to extend a two phase three
wire overhead primary line approximately 3,04Oft west along the south side of an existing road in the
landfill and then south on the east side of a proposed road at the landfill.
The estimated cost is $29,618.00 for the extension with an overhead service to a customer meter pole or
building. The estimated $30,490.00 for the extension with an underground service to a customer meter
rack or a building. The amounts above reflect the actual cost to the customer after an allowance has been
given for anticipated revenue the new service will generate.
Westar Energy will provide and install all overhead primary facilities to serve the new installation and
the overhead or underground service conductors. The customer will be required to supply and install
