Roll Call: Present: Clark Renfro, Robin Cates, Ken Rinke, Steve Howe, Ken Jennison, Jerry Hinrikus, Christy Lauer, Russ Prophet, Tony Dong, Brian Richardson, Melissa Goetz (arrived at 3:45). Absent: Mike Forristal, Beth Vinson. Staff: Phyllis Klima and Cindy Lamer. City Staff: Jason Gage III. Recognition of guests –Dennis Lauver and Bill Weaver IV. Additions or changes to the agenda – Added Grant Application opportunity. V. Approval of minutes - Steve Howe moved to approve the minutes from July 11, 2009 meeting. Robin Cates seconded motion. Motion carried. VI. Board Committee Reports • Friends of the River– Discussion regarding donation to Organization. Jason Gage suggested the Board make any financial contribution to the Friends of the River Foundation a "service contract" identifying specific use of funds. • Business Incentive Package – Project Open round just closed with 5 applications -3 are in district. Board calls still a priority. • Holiday Lighting – Still waiting on a few release forms for roof access. Invoices for lights are all sent. Have several holdouts and a few non- participants. VII. Standing Committee/Task Force Reports – See attached Business Support and Recruitment – Project Open has closed with 5 applications -3 are in the district. C & A – Has not met. Destination Marketing –_Good response to Buddy's block Party. Chamber/SDI Task Force – See attached. There will be a follow up letter to the All Stakeholder meeting sent later this week. VIII. Director's Report – See Attached. IV. Action Items Election results – 102 votes cast. 4 top vote getters: Beth Vinson, Melissa Goetz, Jim Loader and Kathryne Perney. Request for contribution Friends of the River– Steve Howe made a motion to remove the Friends of the River Foundation request for financial contribution from the agenda. Ken Jennison seconded the motion. After discussion, Ken Jennison withdrew his second. Steve Howe withdrew his motion. Pending City Commission approval of Phase II funding for the River revitalization project the Board requested that staff ask a representative of the Friends of the River Foundation to attend the September 8 meeting with a specific request. Kansas Preservation Alliance – See attached letter. After discussion Ken Rinke made a motion to donate $100.00. Tony Dong seconded. Motion carried Chamber of Commerce Lease Agreement – Russ Prophet has gone over and some recommended changes were made. See attached. Executive Director's Report August 2009 Administration —The Executive Committee has awarded the SDI accounting for 9/1/09 — 8/31/10 to low bidder Michael Olson. Program of Work 1. Board — 2009 Program of Work A. Smoky Hill River Development —Phase 2 has been included in the 2010 City of Salina budget. B. Business Incentive Package — The Board members working on this priority have not met since February 18. However, board members are continuing to make personal calls on Lee District member businesses. Project Open has 60+ applicants and the second round of grants were reviewed. Two grants were awarded: Jack and Jill's Salon, 117 S Santa Fe; the other out of District. I continue to do follow-up with the Lee District businesses participating in Project Open as well as continuing to "business coach" the five FastTrac@ graduates. Next FastTrac@ sessions begin November 16 with 3 hour evening sessions 5:45-8:45 PM Monday and Wednesday through December 16. Spring FastTrac is scheduled for March 29 — April 28 (Mondays and Wednesdays from 5:45 PM until 8:45 PM - again through the CLASS program at the Salina Public Library) Salina has been designated as a NetWork Kansas E -Community! We now have $75,000 State Tax Credits to sell to establish a revolving loan fund for Salina small businesses. The Chamber will administer this program. I will serve as Salina representative to the State and Regional E - Community meetings. Development Incentive Program applications are due Sept 11. Five applications have already been submitted. C. Holiday lighting 2009 —Anticipate installation in August. Board Elections — The following were elected to the Board and have been forwarded to the City of Salina for Mayoral appointment to the Lee District Board. As a result, Clark will be required by City ordinance to resign from the Lee District Board of Advisors. (See the appended e-mail from Jason Gage) The SDI and Lee District Boards have traditionally been coincidental memberships. Assuming that the SDI Board wishes to continue that tradition, Clark will be vacating his position leaving a two year un -expired term. SDI Bylaws call for the Board of Directors to appoint a Lee District member/employee to fill the final two years. Business Support and Recruitment Regular Monthly Meeting Thursday, July 16 was cancelled due to Buddy's Block Party and Sidewalk Sale • Development Incentive Program applications are due Sept 11. • The City Downtown Parking Committee has not met since Oct 17. Have had e-mail from Jason Gage indicating that the City Police Department will be purchasing and implementing the computer system yet this year. This system will allow their staff to issue computerized tickets and/or warnings (to individuals who have not received citations in the previous six months.) • The City Commission approved the wayfinding signage bid at their regular meeting July 6. This package includes the Lee District wayfinding and parking signage. Anticipate installation this fall. • The City has received the final lighting study report in early May. Expect that the report will be presented to the City Commission in Study Session at 2:30 PM September 21. • Public Art Project Proposal —The City staff have been most helpful in working through the process to formalize any future project of this nature. SDI staff will continue to assist at their request. I have met with/discussed the progress with both Connie Bonfy, SAHC, and Gary Hobbie, Development regarding their progress. • Continue individual contact with developers on as requested basis. • Continue individual business consultations. • Scheduled the second FastTrac@ session on to begin in November. In conversation with the engineers, they indicated that installation would be last summer or early fall. • Parking — Chief Jim Hill anticipates presenting equipment purchase request in September to start the process of change Salina Area Chamber of Commerce • Project Open has 60+ applicants and the second round of grant applications were awarded in August. The Chamber will administer this program. I will serve as Salina representative to the State and Regional E -Community meetings.
