Agreement with AMEC Earth and Environmental, Inc. (AMEC) to review and analyze hydraulic and
hydrologic conditions related to the Federal Emergency Management Agency (FEMA) Digital Flood
Insurance Rate Map (DFIRM) modernization and the Salina Flood Control Levee, Project No. 09-
2773.
BACKGROUND:
On June 29, 2009, the City sent a request for qualifications (RFQ) letter to ten engineering firms to
help the City review FEMA's DFIRM modernization, evaluate existing hydraulic and hydrologic data
associated with and/or impacting the levee system, and complete an initial assessment of the levee
system to determine what information is available for certification and what additional analyses are
required. Four firms submitted a proposal, and three firms were selected for interviews. Staff utilized
selection criteria as outlined in the City of Salina Professional Services Selection Guidelines (dated
February 23, 2007) to review the proposals. The consultant's qualifications and experience with
FEMA and the United States Army Corps of Engineers were key items in staff's review of these
proposals. From the interviews, AMEC clearly showed that they have the most experience and ability
to perform the work.
AMEC will perform work related to FEMA's DFIRM mapping and the Salina Flood Control Levee as
part of Phase 1 to include the following tasks.
. Review and analysis of existing documents and data including, but not limited to, the 1958
Corps of Engineers design memorandum, 1966 as built drawings and operations and
maintenance manual, 1997 Corps of Engineers flood and drainage reconnaissance report,
2007 FEMA hydraulic analysis, 2007 Corps of Engineers levee survey information, and 2009
City of Salina levee survey information.
. Review and analysis of existing precipitation and gage data (including historical precipitation
events), storm water reports, and contour mapping.
. Review FEMA data for interior drainage areas especially critical drainage area No. 2 and
Wayne Avenue between Ohio and Quincy Streets.
. Provide a written summary and public presentation of observations, conclusions, identification
of alternatives and recommended courses of action.
. Propose a scope of work for Phase II, which we expect at a minimum will consist of some
hydraulic analyses recommended in Phase I.
Another key component of AMEC's potential contract is to assist the City in responding to FEMA in
regards to the DFIRM water surface elevations. On April 28, 2009, FEMA and the Kansas
Department of Agriculture (Division of Water Resources) conducted a public meeting in Salina
regarding the new DFIRM. The new map removed many parcels from the base flood area and added
several parcels that had previously been within the base flood zone. Since the last flood map was
issued in 1986, Salina has made more than 1,300 letters of map amendments (LOMA) removing
parcels from the base flood zone. FEMA reviewed each LOMA and determined if the current LOMA
would be honored or rejected. A list from FEMA revealed more than 600 LOMA had not yet been

processed. The City has provided FEMA with these addresses. FEMA will review these locations
before issuing the public notice letter. FEMA anticipated issuing a notice of public comment to the
City by July 31, 2009, but this has not yet occurred yet. The City will have 90 days to challenge the
maps before they become official. AMEC will help us with this process as well.

The attached Agreement includes: scope of services for eleven (11) specific tasks to address the
items defined above, terms and conditions of engineering services, responsibilities of the City of
Salina, compensation and period of service. The total estimated fee for these services is $64,760.
FISCAL NOTE:
The funding for this Agreement was budgeted out of special sales tax funds in the 2009 Capital
Improvements Program for Flood Control Levee Certification.
CONFORMANCE WITH THE STRATEGIC PLAN:
GOAL #3: The City will provide the highest quality of services consistent with governing body
direction, available resources and staff commitment to quality.
RECOMMENDED ACTION:
City staff requests the City Commission authorize the mayor to sign the Agreement with AMEC Earth
and Environmental, Inc. to review and analyze hydraulic and hydrologic conditions related to FEMA's
DFIRM modernization and the Salina Flood Control Levee, Project No. 09-2773, in the amount of
$64,760.
