For some time now, the question has been asked, "Is curbside recycling right for Salina?"
By the spring of 2003, we hope to provide an answer to this question. That said, it should
be noted that the City of Salina has operated a very successful "yard waste" recycling
program for over four years, resulting in a significant reduction in the waste stream at the
Salina landfill facility. That program has been accomplished at a minimal cost to the
customer. In addition, a privately operated drop-off recycling center allows all Salina area
residents desiring to recycle to do so.
For the last two summers, the City of Salina has looked into the issue of curbside recycling
by means of a summer intern who has conducted research on the topic. The Saline County
Solid Waste Management Committee was instrumental in promoting this approach. The
intern has studied various recycling operations around the state, discussed
vehicle/equipment issues with vendors, and has analyzed different options. His reports
provide some insight into the various methods and pro's and con's of running this type of
recycling program.
Some time between now and next spring, the City will be conducting a community random
sample survey to determine if our residents would like to see this type of program, and to
determine how much they would be willing to pay for the service. Prior to the survey, we
would conduct a public education program to present the issues and bring to light the
advantages and disadvantages of a curbside recycling program.
Once the survey has been completed, we plan to match the results with our expected
expenses and projected revenues to determine if the program is feasible. It is important to
note that the sale of recycled materials will not pay for a curbside-recycling program.
Customer fees are what would make this program possible.
Curbside recycling programs around the state cost between $2.00-$6.00 per month per
customer. Program costs depend largely on the type of program conducted. Our specific
program costs will depend on which method we choose is right for Salina.
If we see a strong response in support of this service, along with support for the extra cost
in providing it, then a decision will need to be made by the City Commission as to whether
we should provide this extra service. If the support is less than strong, then we most likely
will try to provide some other type of additional recycling efforts, short of a curbside recycling
program, such as adding several recycling drop-off locations and/or special recycling
events.

Our plan is to have all reports on this issue to the City Commission for a decision in advance
of the FY2004 budget process, which begins next Spring. It is our hope that everything will
be in place by that time to make that decision. More information on this process will be
provided this Fall.
