Resolution Number 87-3916, providing for the rates, fees or charges for the
use of the sewerage system and services rendered by the combined Water and
Sewerage Department of the City of Salina, Kansas, and repealing resolution
number 83-3657.
Action on this resolution was postponed at the September 28, 1987 meeting.
In connection with the Water Rate Study, Wilson and Company also reviewed
the adequacy of our sewer rate structure. A Resolution (87-3916) with
recommended rates was prepared for the September 28, 1987 commission
meeting. At that meeting, Mr. Jerry May, of Wilson and Company, suggested
a lowering of the minimum monthly charge could be achieved and asked the
Commission to delay action until his firm could supply rates reflecting a lower
minimum charge.
The rates in Resolution 87-3916 reflect the changes recommended by Wilson and
Company. The minimum monthly charge has been decreased by $.75 to $3.25.
Staff estimates revenue lost from this decrease in monthly minimum will
approximate $25,000 per year; however, sufficient revenues will remain to meet
our bond covenants and operate the utility.

RESOLUTION NUMBER 87-3916
A RESOLUTION PROVIDING FOR THE RATES, FEES OR CHARGES FOR
THE USE OF THE SEWERAGE SYSTEM AND SERVICES RENDERED BY THE
· COMBINED WATER AND SEWERAGE DEPARTMENT OF THE CITY OF SALINA,
KANSAS; AND REPEALING RESOLUTION NUMBER 83-3657.
BE IT RESOLVED by the Governing Body of the City of Salina,
Kansas:
Section 1. That pursuant to Section 41-86 of the Salina Code the
following rates, fees and charges are hereby established for the use of the
sewerage systerq of the Salina Water and Sewerage Department, to be effective
November 1, 1987.
Inside city rates except for multiple living units of four '.or
more in number served by a master water meter:
First 300 cubic feet $3.25 per month minimum
All over 300 cubic feet
@ $0.37 per hundred cubic feet
Multiple living units of four or more, served by a master
water meter:
First 300 cubic feet $3.25 per month minimum
All Over 300 cubic feet
@ $0.37 per hundred cubic feet
Outside city rates, except in cases of special contract, are
double the minimum plus 25% additional for all in excess of
the minimum.
Residential Sewer Only: Charged at the average residential
consumption rate.
Section 2. That pursuant to Section 41-86 of the Salina Code the
following rates, fees and charges are hereby established for the use of the
sewerage system of the Salina Water and Sewerage Department, to be effective
January I, 1989.
Inside city rates except for multiple living units of four or

Section 2. That Resolution Number 86-3872 is hereby repealed.
Section 3. That this Resolution shall be in full force and effect from
and after its adoption and publication once in the official city newspaper.
