Consider recommendations for grant fund allocations to local agencies for the 2009-2010 Kansas
Emergency Shelter Grant Program.
BACKGROUND:
There were five local agencies requesting funding under the FFY2009 Kansas Emergency Shelter
Grant program. The Salina City Commission authorized submittal of the application on March 2,
2009. The sub-grant requests on their behalf totaled $110,914 in 2009, compared to $66,000 in 2008.
We have been notified the 2009-2010 City of Salina grant award to tal is $37,207, or approximately
3.87 percent higher than the 2008-2009 award, which was $35,818.
Emergency Shelter Grant funds are available for specific purposes and come to the city allocated by
activity category. Federal regu lations for these funds are aim ed at rewarding new projects and
initiatives. One way the Kansas Housing Resources Corporation honors that stipulation is to vary the
way funds in a particular category from year to year. This year, no funds were awarded to Salina for
rehabilitation, while funds for homeless prevention were increased. Since shelters are not eligible for
homeless prevention funds, funds av ailable to them from ESG are lower this year. The 2009-2010
ESG award is as follows:
Shelter Rehabilitation: $ 0 (unchanged)
Operations: 11,000 (decreased 41.79% from $18,900)
Essential Services: 14,000 (increased 40.0% from $10,000)
Homeless Prevention: 11,300 (increased 88.3% from $6,000)
Local Administration: 907 (decreased 1.2% from $918)
TOTAL $37,207
The City of Salina, as grant adm inistrator, must now divide t he awarded funds among sub-grantee
agencies. Staff recommends the funds be distributed according to State award requirements which
limit eligibility according to agency services, di viding funds from each category among eligible
agencies in approximately the same proportion as in previous years. Each agency has been advised
of the recommended amounts.
If funding is approved and accepted by an agency, a grant agreement will be signed between the
agency and the City. A combined grant agreement will also be signed between the City and the
Kansas Housing Resources Corporation. Funding will be supplied by the City as requested by the
agency and reimbursed to the City by the State.

There is an $11 decrease in administrative income from 2008-2009.
CONFORMANCE WITH THE STRATEGIC PLAN:
The City will work to make Salina a city that has connectivity physically and socially, through the action
item, promote public and private partnerships for community projects and service endeavors.
RECOMMENDED ACTION:
If the City Commission approves the allocation of funds as recommended by staff, a motion should
be passed authorizing the Mayor to sign the grant award notification and the Finance Director to
sign budget itemizations for each local agency.
