of a Final Plat on a 12.7 acre tract, located just west of the Salina city limits,
west of Dry Creek, north of Grand Avenue and east of the Union Pacific rail line
(aka 1100 Grand Avenue).
On September 15, 1987, the Salina City Planning Commission reviewed the above
referenced plat and found it to be in conformance with the Salina Subdivision
Regulations. Accordingly, the Planning Commission passed a motion {6-0) to
approve this final plat and recommend that it be approved by the City Commission
subject to the following conditions:
1. lhat the blanket utility easement be recorded and a notation made of such
on the Final Plat.
2. lhat a storm drainage plan be provided for review and approval by the City
Engineer prior to the issuance of additional building permits in 8lock 2 of
the subdivision; and that any required improvements be completed prior to
issuance of any Certificates of Occupancy.
3. lhat future buildings and uses proposed for remaining vacant lots be served by
separate septic tank tile fie]ds and that such new sewage systems comply with
the Saline County Sanitary Code.
lhe subject subdivision is located in Saline County adjacent to the city limits at
Dry Creek and West Grand Avenue.
If the City Commission concurs in the recommendation of the Planning Commission, a
motion to approve the plat and authorize the Mayor to sign it would be in order.

The meeting was called to order by Chairman Roth at 4:05 P.M.
~1. Approval of the regular minutes of August 18, 1987.
The minutes of August 18, 1987 were approved as printed and mailed.
~2. Application #CP87-2A, filed by Hixon-Lehenbauer Investment Co.,
requesting approval of a Final Plat on a 12.7 acre tract, located just
west of the Salina city limits, west of Dry Creek, north of Grand
Avenue and east of the Union Pacific rail line (aka 1100 Grand Avenue).
Mr. Dudark gave the staff report, which is contained in the case file. He
stated that this is an application for a final plat for a tract of land
just outside the City Limits west of Dry Creek and North of Grand Avenue.
The preliminary plat was approved by the Planning Commission on July 7. At
that time, there were some issues that came up, one being access to a
property in the area. He illustrated an area near the entrance to the
private road. The preliminary review gave the impression that there might
be a landlock situation being created. The final plat has deleted that
area, therefore illiminating the connotation that the plat has some design
influence or control of that property. That may still be a private issue,
but in terms of the platting of the property, it has been removed as an
issue. The other question was the Koch property to the back. It was not a
part of the preliminary plat but has since been added as a lot and is now
one of the owners. They will have access out of the private road easement.
The other question that came up was drainage. We got a report from the
developer's engineer indicating that the runoff generated by the current
level of development would overload a subsurface storm sewer pipe. Staff
has indicated in one of the staff recommendations the need to deal with this
issue during the building permit stage. He stated that the other conditions
of approval have been incorporated into the redesign of the final plat.
There are notes regarding the maintenance of the private road and notes
regarding access for public services, etc. He stated that staff would
recommend that this final plat be approved, subject to the three conditions
listed on the staff report with one correction - ~2 on the second line
should read "additional building permits in Block 2 of the subdivision...",
thereby removing Block i from the restriction.
Mr. Pat Neustrom, 118 S. 7th, representative of the applicant, was present.
He stated that Barbara Hixon-Young was present today. She is with Hixon-
Lehenbauer, one of the owners of the plat. He is also representing Francis
and Marie Ryan and Koch Fuels, Inc. They are in agreement with the plat as
submitted and also with the staff recommendations. He offered to answer any
questions that the Board might have.
No one was present was present to speak in favor of or in opposition to
this application.
MOTION: Mr. Brugardt recommended approval of Application ~CP87-2A incorporating the
staff recommendations as corrected.
SECOND: Mrs. Denton seconded the motion.
VOTE: The vote was unanimous (6-0) in favor of the motion. Motion carried.
