As Chief Building and Zoning Inspector, I have been advised by the City
Manager and the Director of Community Development of the community concern
regarding dangerous structures. In response to that concern, a priority list
of dangerous and/or dilapidated structures is being developed. Attached is a
copy of a memo listing the first group of six properties which have dangerous
structures located on them.
After consulting with the City Attorney, it was determined that the most
effective way to deal with this issue was to use the procedure set forth by
K.S.A. 12-1752. The first step is the resolution we are requesting you to
consider. It will establish a time and place for a hearing to allow all those
with an interest in the property to show cause why the structure should not be
condemned and ordered repaired or demolished.

Re: Dangerous Structures
Date: July 28, 1987
On July 8, 1987, Environmental Protection Officer Darrell Fiske and myself
inspected the structures at the following addresses:
1. 714 North 4th
Legally described as: Lot 15, Block 3, Woodland Addition
2. 736 North 3rd
Legally described as: Lot 3, Block 6, Woodland Addition
3. 1007 North 3rd ~
Legally described as: Lot 6~ Block 8, Episcopal Military
Institute Addition
4. )42 South 3rd _
Legal'ly descFi.bed asi Lot 132, Thi~rd Street, Original T°wnsite
5. 937 North~3rd ~. ~ ....
Legally described as: Lot 20i, Block 5,.Episcopal Military Institute
- Addition, plus ten feet (lO') of-the-vacated ~-
street adjacent to Lot 20, Block 5, EPiscopal
Military Institute
6. 510 North 9th
Legally described as: Lot 17, Block 3, Calkins Additions
At all six locations we found that all the structures located on the properties
have sufficient conditions and defects so as to be deemed a dangerous structure.
While none of the structures pose an imminent threat, all create an endangerment
to the life, health, property, or safety of the public. For this reason, we are
requesting that the City Commission consider a resolution setting a time, date and
place for a public hearing at which the owner, any lienholder and any occupant
of the structure may appear and show cause why it should not be condemned and
ordered demolished. This procedure is provided by Kansas law.
