Resolution Number 87-3892 - determining the advisability of curbing,
guttering, paving, grading, water main and service improvements, estimating
the cost thereof, defining the boundaries of the improvement district, method
of assessment, and apportioning the cost between the improvement district and
the City-at-large.
[Improvements on Saturn and Hageman Avenues]
This is the first step in the. special assessment process. Normally, the City
receives a petition from the property owners which starts the process. In this
case, utilizing special statutory authority, the City Commission is initiating the
project without a petition. Kansas Statutes authorize city commissions to
initiate paving projects to connect streets that are already paved. Enclosed is
a memo'l prepared previously on this matter.
We have notified the property owners and have had some response from them
which you will note in the attached memorandum from Don Hoff. We plan to
notify the property owners of Commission consideration at the June 1st
meeting. This first step is procedural' in nature. The action at the June 1st
meeting is the key step in the special assessment project because it authorizes
the project.

Subject: Street Improvements on Hageman Avenue and on Saturn Avenue
We have completed the preliminary design phases and the feasibility
reports for the proposed improvement of Hageman Avenue from Saturn
Avenue to Jupiter Avenue and for the proposed improvement of Saturn
Avenue from Hageman Avenue to Tulane Avenue.
Copies of the feasibility studies were mailed to all property owners
within the benefit district. Only five (5) of the fourteen (14)
property owners responded to our cover letter request to call our office
to express their views concerning the proposed street improvements.
However, 80% of the responses received were in favor of the improvement
project.
It is my understanding the City Commission is considering initiating
this street improvement project in accordance with the provisions of
K.S.A. 12-6a04 regarding "connecting streets." We are tentatively
scheduled to have our next street improvement project letting date,
involving several subdivisions, within 60 days. If the above described
two blocks of street improvements (Saturn Avenue and Hageman Avenue)
are "ordered to be improved" by the City Commission, this work could
be combined with other planned subdivision work into a single
~onstruction project.

time, please contact me. Attached are copies of the feasibility

BENEFIT DISTRICT
Part of Lots 7 and 18, and all of Lots 8 through 17, Block 12, Wallerius
Addition, and all of Lots 1 through 4 and Lots 14 through 18, ~Block 8,
Wallerius Addition.
ADOPTION OF ASSESSMENT
The assessment with accrued interest to be levied as a special assessment
tax upon the property included within the benefit district concurrent with
the general property tax and shall be in ten (10) equal annual installments.
APPORTIONMENT OF COST
COST CHARGEABLE TO PROPERTY
