B. Report on bids received for replacement fire apparatus and on the method of
financing that equipment.
BACKGROUND:
Item A: Vehicles and Equipment. Bids were opened on Phase I vehicles and
equipment on February 9 and 16. Attached are the specific recommendations from each
department, and a spreadsheet summarizing the transactions that the Commission is
being requested to approve. The summary shows the Fund, Department, and
Description for each item, the original cost estimate for each item and the available
budget for this purpose in each fund, the recommended bid award, the amount each bid
is above or below the cost estimate, and the vendor whose bid is recommended.
Eight of the twenty-one items are above the cost estimate, while the other thirteen items
are below. The total of the items recommended is $587,774.56. The total cost
estimates for those items was $638,750.00. The total of the Phase I requests thus total
$ 50,975.44 less than the original cost estimates.
We are recommending rejecting all bids for the Cemetery riding mower and for the ~ ton
pickup in the Water Department. None of the bids submitted was acceptable due to non-
conformity with the specifications or other irregularities. We are also recommending the
following actions with respect to specific items:
The Park Department 72" mower is proposed to be acquired without trade. The
trade equipment will be transferred to the Fire Department for their use, with the old Fire
Department unit to be placed on the list for auction at the next City surplus property
auction.
The ~ ton pickup being acquired for the Street department will be acquired
without trade. Staff feels that the trade allowance for this vehicle is not adequate. We
will find a location for use of the vehicle, or will dispose of it at the next auction.
The specifications for the truckster recommended for the Golf course provided for
a 1999 unit. However, all of the 1999 units that otherwise met specification exceeded
the estimated amount by a significant margin. Staff is recommending that you approve
the substitution of a 1998 model that otherwise meets all specifications. The unit is
available from vendor who was the Iow bidder, and will save approximately $2,100
compared to the 1999 unit.
The Golf carts proposed for the Golf course are listed at a price that is net of
trade. The trade units will be offered for sale at a price slightly exceeding the trade
allowance until April 15. If they are not sold, then they will be traded. If they are sold,
then our price on the transaction may be a little higher, however, considering the
offsetting sales we should net a little better than the recommended award would indicate.
Finally, in the pickup recommended for the Meter Service staff in Water Customer
Accounting is not the Iow bid. The Iow bid was $15,336.00 from Lindsay Chevrolet in
Lebanon Missouri. Given a sufficient difference in price, we would recommend this
vendor. However, the difference in price in this case is only $33.00, and we do not feel
that this is enough to justify recommending a bid award out of area and out of state.
Staff will be available at the City Commission to address any questions you may have.
Item B: Fire Equipment. Bids on the replacement of a 1966 and 1973 pumper were
opened on February 9, 1999. We are replacing the two pumpers with a pumper and a
Quint, which is a 5-function fire fighting unit, including ground and aerial ladders, hose,
and ground ladders.
The apparent Iow qualifying bid for both trucks was from Hays Fire Equipment in Hays
Kansas. The price bid, including optional equipment and discounts was $217,798 for the
Pumper and $382,521 for the Quint, totaling $ 600,319 for both units. Hays Fire
equipment offered an option to upgrade to an American LaFrance chassis on both units,
and staff feels that this is desirable. This brings the total combined price on both units to
$609,008.
The vendor offers several payment options. The option that is most beneficial to
the City is to issue payment for the chassis when it is delivered to the factory, with the
balance due on delivery of the completed unit. Under this option we would pay $245,000
about July 1, with the remaining balance coming due on or about March 1, 2000.
This equipment was scheduled in our Capital Improvements program as a General
Obligation Bond financed item, with an estimated cost of $600,000. Given the nature of
the purchase (magnitude and service life of the equipment), it would certainly be
appropriate to bond finance the acquisition, and it is not unusual to see cities doing so.
However, given our fiscal position at year-end, staff feels that it would be appropriate and
desirable to purchase this equipment as a cash capital item. This will also eliminate any
additional costs related to issuing the debt, which would be on the order of $6,000.00.
REQUESTED ACTION:
1. Approve, by motion, the purchase of the recommended Phase I vehicles and
equipment.
2. Approve, by motion, the purchase of the two items of fire apparatus from Hays Fire
Equipment, Hays, Kansas, by using cash resources in place of the GO Bonds
originally scheduled to finance the acquisition.

After review of bids and specifications received for the 1500 GPM Custom Pumper, staff would recommend
the bid be awarded to Hays Fire Equipment with the addition of the optional equipment specified, minus the
chassis prepayment discount in the amount of $217,798.
Hays Fire Equipment offered an option to upgrade to the American LaFrance chassis with their bid for an
additional $1,863. Staff strongly feels this added cost is fully justified for several reasons -- a local freightliner
dealer (Kansas Truck Center, Inc.) is the authorized service and warranty dealer for American LaFrance, also
a larger crew seating area and a driving speed and conditions monitor for the company officer.

After staff review of bids and specifications for the 75' Quint, it became apparent that the bids centered on two
companies; WEIS Fire and Safety Equipment and Hays Fire Equipment.
WEIS Fire Equipment failed to meet specifications on two (2) critical components; transmission and chassis.
Therefore, staff's recommendation is to award the bid to Hays Fire Equipment with the additional specified
equipment minus the chassis prepayment discount in the amount of $382,521.
Staff would also recommend the offered chassis upgrade to the American LaFrance in the amount of $6,826
for the same reasons previously stated.
Total of bid, with optional equipment with the American LaFrance chassis is $389,347.
