ITEM:
To request City Commission approval for transfer of a used breathing air comp ressor to Rural Fire
District #2.
BACKGROUND:
The fire department currently has a used breathing air compressor (City of Salina ID 03271) that
needs to be cycled out of the department. The unit was replaced by a new compressor a year ago.
The Fire Administration tried to determine the value of the unit and requested a vendor to provide an
approximate value. The vendor stated the unit is worth at least $1,000.
Since the $1,000 value is above the City Manager authorized disposal amount the Fire Administration
is bringing this disposal before the City Commission for action.
The Fire Administration will propose two options to dispose of the unit. First, is selling the unit for
$1,000 or more. The second is giving the unit to Saline County Rural Fire District #2. Fire District #2 is
located to the South and abuts the City of Salina.
Several months ago the fire department received a request from Rural Fire District #2 asking for the
compressor. For many reasons the Fire Administration thought this request was worth considering.
Giving the unit to Rural Fire District #2 and having it redeployed in the area is worth considering for
two important reasons: 1) the unit will provide the district with air fill capability and could act as a
backup fill location for the Salina Fire Department, and 2) it demonstrates the commitment to support
the surrounding rural fire districts that provide mutual aid response for the City of Salina during major
events.
The air compressor is a 1995 model and has serv ed a long and useful life for the Salina Fire
Department. However, the amount of use and comp ressor time is used to determine the replace
trigger for the unit. Keeping the same demands on the unit increases the maintenance costs and the
unit must be replaced ahead of any failure. In a low demand and low use environment the compressor
still has some life.
FISCAL NOTE:
Selling the compressor could translate into $1,000 or more in revenue. Transferring the unit to Rural
Fire District #2 will have no impact.

COMMISSION ACTION:
The Fire Administration recommends consideration of the following options:
1. Approve the transfer of the air compressor to Saline County Rural Fire District #2.
2. Instruct the fire department to enter the sealed bid process for disposal.
3. Instruct the department as the Commission elects.
The Fire Administration recommends Option 1.
