Bids were received on February 19, 1987, at 3:00 p.m. for Downtown Redevelopment -
Streetscape (Crosswalks, Planters, and Stage) (Project No. 86-740J). The bids
received are tabulated below:
(a) Bob Albers Construction, Inc. $349,549.00 (Base Bid +Alt. 4)
(b) Frank Construction Co., Inc. 352,680.00 (Base Bid + Alt. 4)
(c) Holgerson & Company, Inc. 380,873.00 (Base Bid +Alt. 4)
The abOve bids .include the base bid plus an alternate for clock bases. The difference
between the two low base bids, Albers and Frank, is $3,131 or less than 1%. This
project is very close to budget. If the Commission awards the other $394,018 in
contracts on the February 23 agenda, the "balance" for this project is approximately
$542,500. These funds must finance the items included in this bid, the Phase III
parking and other items such as signage and interim debt service.
The budget for the items included in this bid is $294,000. Thus, the bids are
approximately $55,500 over budget. The City could reject the bids and rebid them or
seek to change order the bids in order to meet the budget. We doubt a rebid will
produce significant savings. We have discussed this matter with the Shaver Partner-
ship and we recommend that the roof for the Theatre Arcade Stage be deleted. The
Theatre Arcade Stage roof was not included as an alternate in the base bid but the
base bid includes the specific costs for the roof, which we had done in the event
that its deletion would be necessary.
Bob Albers Construction Company's base bid of $349,549 includes $48,526 for the
Theatre Arcade Stage roof. Thus, if the Theatre Arcade Stage roof is deleted, the
net cost (Albers) is $301,023. Frank Construction Company's base bid of $352,680
includes $56,484 for the Theatre Arcade Stage roof. Thus, the net cost (Frank) is
$296,196.
A factor in awarding bids is experience with the contractor. Our experience with
Frank Construction Company on the downtown project has been excellent. Unfortunately,
Bob Albers Construction Company's performance has been less than excellent.
Specifically, Bob Albers Construction Company has not been able to meet deadlines

contained in the contract or deadlines established by the company. The alley con-
struction work took twice as long to complete as the contract required. Thus, we
recommend that the contract for Project No. 86-740J be awarded to Frank Construction
Company in the amount of.$352,680 with the stipulation that the contract be reduced,
by change order, to $296,196.
If all the awards are made as recommended on today's agenda, the "balance" for the
downtown project is $246,300.
