The Kansas Department of Commerce (KDOC) has recently announced the schedule for
the 1987 Small Cities Community Development Block Grant (CDBG) Program. The
application deadline for Economic Development grant requests is March 2, 1987
(Round I), June 29, 1987 (Round II), and November 2, 1987 (Round III).
Approximately $4.2 - 7.0 million will be distributed throughout Kansas.
Community Development staff has had discussions with two local businesses
regarding the possibility of submitting an application for state funding. The
maximum award per applicant is $400,000. Grant funds would be loaned to
the private businesses at a below market interest rate and repaid to the City of
Salina. Repaid funds would be used to create a revolving loan fund for other
expanding local businesses.
If the City is to submit an application by the March 2, 1987 deadline, a public
hearing would need to be held with a notice published' at least 10 days prior to
the hearing. Following the hearing, the City Commission would need to adopt a
resolution approving the application.
In addition to Economic Development, Community Improvement CDBG grant applications
are also being solicited. Grants can be submitted for either' Housing
Rehabilitation or Public Facilities with a maximum amount of $300,000. The
application deadline for Community Improvement applications is March 30, 1987.
If the City Commission desires to proceed with this program, the Commission should
pass a motion authorizing staff to contact interested businesses, develop
applications, advertise required hearings, and prepare resolutions for subsequent
approval.
