Policy No. 88-1
Subject: Improvement of Major streets Abutting Proposed Developments
In cases where a proposed subdivision or planned development abuts an
existing collector or arterial street that does not contain a paved surface
conforming to minimum city standards, then the following requirements shall
apply:
1. If the street surface consists of pavement having a minimum width
of 24 feet and a minimum thickness of 8 inches of asphalt or 6
inches of concrete, the applicant is not required to make any
further improvements to the abutting street.
2. If the abutting street does not comply with the above minimum
standards, the applicant shall assist in completing needed street
improvements in one of two ways:
a) The applicant may submit legal assurances to the city
agreeing to improve the abutting street during the process of
completing adjacent public street and utility improvements
within the development. Such improvement shall be sufficient
to obtain an equivalent of 8 inches of asphalt pavement
of 24 feet in width. Plans and specifications for said
pavement shall be approved by the City Engineer.
b) The applicant may submit legal assurances to the city
consenting to the establishment of a special assessment .
district and. obligating the abutting land within the proposed
development for one-half of the total cost to reconstruct
the street to city standards. Said assurances shall be valid
for a 5 year period and legally binding on existing and
future owners of land within the development.
3. Upon satisfactory compliance with the above standards, the city
will consider approval of the final plat and annex and maintain
the abutting street.
4. If the approved and recorded final plat of the development
provides for total restricted access along the abutting street,
the subdivider shall.be exempt from the above requirements.
