To receive Salina City Commission approval for the sole source purchase of a Westec Burn Room
Insulation System, including installation costs, for the fire training building.
BACKGROUND:
The original burn room insulation provided with the Fire Training Building utilizes a special composite
panel. These panels are brittle and susceptible to breakage. Over the life of the training facility an
average of 10 - 12 panels have had to be replaced each year due to breakage from the high
temperatures involved in live fire training. These panels are quit expensive; costing about $300.00
each.
Retrofitting the Live Burn Facility with the new Westec System will eliminate the need for panel
replacement in the future since these panels are ruggedized to stand up against the heat and abuse
over many years. The actual life of the panels depends on the temperatures generated, type of
activities conducted and the frequency of use. The total cost of burn room maintenance will be
reduced over the life of the new panels.
All fire training and burn buildings are custom engineered and built by individual companies. The fire
department's training building was manufactured by Fire Facilities, of Sun Prairie, Wisconsin.
Therefore, this is a sole source purchase from Fire Facilities. The selection of an alternate panel or
installation will compromise the engineering assumptions and put the safety of the facility in question.
The cost of the panels from Fire Facilities is: $25,225.
Installation costs not to exceed: $9,775.
FISCAL NOTE:
As a Sub-CIP item in Building and Facilities this project is budgeted at $35,000. Any funds remaining
funds will be returned.
CONFORMANCE WITH THE STRATEGIC PLAN:
GOAL #3: The City will provide the highest quality of services, consistent with Governing Body
direction, available resources and staff commitment to quality.
COMMISSION ACTION:
The Fire Administration presents the following options:
1) Approve the Westec Burn Room Insulation System, including installation costs, in the amount of
$35,000.00
2) Disapprove the request and continue burn room maintenance on a yearly basis.
The Fire Administration recommends Option 1.

Thank you for the Sub-CIP approval for the retrofit of our Live Bum facility.
Included with this document are the bid quote and single source letter from Fire Facilities Inc. for the
retrofit package. This letter is written to clarify the fact that our training facility is a Fire Facilities
product, this retrofit package is a direct bolt on replacement, that Fire Facilities Inc. has performed all of
the necessary product testing on this system, and that Fire facilities is the only manufacture that provides
this equipment.
The installation cost of$9,775 is a cost not to exceed because of the custom nature of the installation
and the possibility of encountering problems caused by previous use. If the installation goes smoothly,
there is a possibility the cost could be a little less; however, it remains to be seen.
I am requesting that you approve the single source purchase of this system from Fire Facilities Inc.
