Conduct Public Hearing on 2009 Special Assessment Projects.
First reading of Ordinance No. 09-10499 levying special assessments for streets, drainage, water,
and sewer improvements for the 2009 Special Assessment Projects.
BACKGROUND:
On April 27, 2009, the City Commission received final breakdown of costs for the 2009 Special
Assessment Projects. Following review of the projects, the City Commission scheduled a public
hearing for May 11, 2009 and instructed the City Clerk to publish a notice of the public hearing to
each property owner within the benefit districts.
These projects were complete in 2008. A summary of finances for each project is shown below:

Of the City share listed above, $91,146.39 is truly City at large. The remainder is Cost Recovery
areas where the City will recover when those areas develop.
The public hearing is intended to receive input from interested parties and particularly property owners
within the special assessment benefit district. The primary issue at this point in the process is not
whether the special assessments should be levied against the properties, but rather that the final
costs have been properly calculated and distributed. A summary of key dates in the process are as

This action sets the foundation for the final determination of assessments after the public hearing.
The assessments so determined will playa significant role in retirement of the associated debt over
the next 15 years.

RECOMMENDED ACTION:
Approve on first reading Ordinance No. 09-10499 levying special assessments for street, drainage,
and utility improvements for the 2009 Special Assessment Projects.
