Request from City Manager for authorization to establish position of Director of Parks
and Recreation on the city staff.
With the transfer of all Parks and Recreation functions to the city government,
effective October 1, 1988, I am recommending the following:
1) Change the name of the current Department of Community Services to Department
of Parks and Recreation, effective October 1, 1988~
2) Authorize the City Manager to establish the position of Director of Parks and
Recreation. This would replace the current position of Director of Community
Services.
Attached is a job description for the City Commission's information. The position
would be classified in our personnel plan and salary schedule at a level with other
comparable department directors. 1988 Schedule: $32,964-$42,120.
The position would be advertised locally and nationally (throu§h professional
publications) with qualified current employees eligible and encouraged to apply.
Action required: Motion to accept above recommendations.

NATURE OF WORK:
Responsible professional and administrative work in the planning and
direction of a community park and recreation system.
DISTINGUISHING FEATURES OF WORK:
Employee is responsible for overall planning, promotion and direction
of a diversified community-wide recreation program, a park development
and maintenance program; supervision, administration and correlation of
related municipal functions, including forestry, golf course, swimming
pools and neighborhood centers. Work includes the planning and evaluation
of park and recreation activities in the light of community needs and
demonstrated interests. Work is performed under the general direction
of the City Manager. The employee exercises judgement and ingenuity in
the direction of programs in interpreting the needs and desires of the
public, and implementing policies established by the City Commission.
EXAMPLES OF WORK:
Plans and directs the maintenance and operation of the city's park
system.
Plans and directs the use of public recreation facilities and
programs.
Plans and directs the maintenance and operation of municipal pools,
golf course and neighborhood centers.
Selects, assigns, supervises and instructs recreational and park
personnel.
Directs the coordination of the community recreation program to
attain maximum effective and economical use of public park and
recreation facilities.
Works directly with the Park and Recreation Advisory Board as staff
liaison, in accordance with ordinances and policies established for this
Advisory Board.
Confers with other officials and with representatives of interested
groups as to problems and needs of park and recreation programs.
Speaks to civic groups and others explaining the operation and the
aims of the city park and recreation program.
Performs related work as required.
REQUIREMENTS OF WORK:
Considerable knowledge of the objectives, philosophy and ideals of
public recreation and the principles and methods of administering a
recreation program.
Good knowledge of the objectives, prnciples, methods, materials and
equipment used in park planning, construction, use and maintenance.
Working knowledge of the construction, repair and maintenance of
recreation areas, equipment and facilities.

Ability to plan, layout, assign and review the work of a large
group of skilled and unskilled workers, both directly and through
division level supervisors.
Ability to develop through inspection, suggestions for improvements
of park and recreation activities.
Ability to establish and maintain effective working relationship
with employees, city officials, community organizations and the general
public.
DUTIES AND RESPONSIBILITIES:
Administers policies and regulations as established by the City.
Supervises, through subordinates, the day-to-day administrative,
operational and personnel functions of the department.
Plans for the expanded needs of existing facilities and plans for
the demands of future facilities, including operational and financial
related requirements.
Attends all meetings of the Park and Recreation Advisory Board and
City Commission meetings on request.
Coordinates the preparation of the department's annual operations
and capital improvements budgets, presents and interprets the document
to appropriate authorities.
Recruits and trains, thru subordinates, volunteers to assists in
the conduct of community park and recreation programs.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
Graduation from an accredited college or university with a masters
de~ree in park or recreation administration or a related field and three
(3) years administrative experience, or a bachelors degree in park or
recreation administration or a related field and five (5) years
administrative experience.
