AWARDS - PROCLAMATIONS (4.1) Resolution Number 89-4140, expressing gratitude and appreciation to Joseph Brown for serving as custodian for the Buildings Department of the City of Salina, primarily for the Police Department, from September 21, 1972 to October 15, 1989. (4.2) The Week of November 26 through December 2, 1989 - "HOME CARE WEEK." The proclamation will be read by Yvonne Olsen, Supervisor of Personal Health for the Salina-Saline County Health Department. 5. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A 'CERTAIN TIME 6. CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting November 13, 1989. 7. DEVELOPMENT BUSINESS (7.1) Consider submittal of an official project request for an Interchange at 1-135 and Magnolia Road under the Kansas Department of Transportation's System Enhancement Program. 8. ADMINISTRATION (8.1) Second Reading Ordinance Number 89-9360, authorizing and directing the issuance, sale and delivery of $1,175,000 Principal amount of General Obligation Internal Improvement Bonds, Series P-235, of the City of Salina, Kansas, for the purpose of providing funds to pay the cost of the construction of certain street, sidewalk and utility improvements in the City of Salina, Kansas; prescribing the form and details of said bonds; providing for the levy and collection of the necessary assessments and taxes for the purpose of paying the principal of and interest on said bor~ls as they become due; and authorizing an agreement between the City and the Bond Registrar. (8.2) Second Reading Ordinance Number 89-9361, creating an Accessibility Advisory Board and providing for its membership, appointment, term, and procedures; enacting Article XI of Chapter 2 of the Salina Code. ADMINISTRATION - (Continued) (8.3) Resolution Number 89-4141, amending Rule No. 1 of the Rules and procedures for conducting regular meetings of the Board of Commissioners which established time and place of meetings, as adopted by Resolution Number 3438 and amended by Resolution Number 88-3960, and repealing the existing Rule No. 1. (8.4) Resolution Number 89-4142, adopting the job classification and salary schedule for city employees, created pursuant to Section 2-51 of the Salina Code and repealing Resolution Number 88-4035 and all previous resolutions, motions or actions in conflict therewith. (8.5) Resolution Number 89-4143, authorizing the transfer and designation of certain funds as assets of the Salina Arts and Humanities Foundation. (8.6) Resolution Number 89-4144, authorizing the Mayor and the City Clerk of the City of Salinao Kansas, to execute a special warranty deed conveying to The Lee Company, or its assigns, certain real estate and facility pursuant to a lease date~ January 1, 1974. (8.7) First Reading Ordinance Number 89-9362, amending Section 27-16.1 of the Salina Code regarding park regulations and identifying the hours during which certain city parks shall be closed and repealing the existing section. (8.8) Set the date of December 7, 1989 to receive bids on the purchase of a Greens Mower for the Salina Municipal Golf Course. (8.9) Set the date of December 7, 1989 to receive bids for the sale of certain Golf Course, Park, Street and Fire equipment. (8.10) City Engineer files plans and specifications for Engineering Project 89-794 for certain roofing improvements at the Fox Theatre. [Set the date of December 6, 1989 to receive bids.] (8.11) City Engineer files plans and specifications for Engineering Project 89-797 for certain curb and gutter repair.
