Background The 1989 Capital Improvement Program includes $40,000 for construction of new sidewalks along major streets. Under the present City policy, 50% of the improvement is paid by the city-at-large from sales tax proceeds and the remaining 50% is paid by the abutting property owner. Segments within street intersections and handicapped ramps are paid by the city-at-large. K.S.A. 12-6a01 provides authority and procedures whereby the City may initiate public sidewalk improvements. The process provides a public hearing for affected property owners, protest period and competitive bidding (see attached schedule). Following completion of construction, the full amount may be paid within 30 days or financed as a special assessment over 4 years. DUring 1989, a survey identifi.ed 24.8 miles of arterial streets with missing sidewalks. Major traveled streets with the greatest amount of missing sidewalks are Broadway, Crawford and Ohio. Criteria have also been identified to guide the identification of priority new sidewalk locations. Sidewalks should be directed~ to major streets segments which: 1. Have greater volumes of traffic. 2. Present a risk to pedestrian safety. 3. Possess sufficient right-of-way. 4. Contain pedestrian-oriented uses. 5. Complete a missing link. Proposed Plan Based on the 1988 -survey, the above listed criteria and citizen comments, the following plan for 1989 is recommended (also see attached map). COMMISSION ACTION MOTION BY . Contingency (5%) 2,800 Total $56,000 Financing Funding to complete the 1989 sidewalk plan would consist of the 1989 CIP for sidewalks, special assessments to abutting properties and the 1989 CIP contingency fund. The installation of handicapped ramps for sidewalks built in 1988 has been financed with 1989 sidewalk funds thereby leaving $22,000 available for new sidewalks this year ($40,000 - $18,000). In addition, the handicapped accessibility project approved on April 10, 1989, allocated $13,000 in 1989 CIP contingency funds for sidewalk improvements.
