The applicant requests PDD zoning for this 8.6 acre site in order to complete an expansion of the hospital. A four-story addition consisting of approximately 100,000 sq. ft. is to be located on the south side of the existing hospital. Smaller building additions are proposed on the east and west portions of the site. Upon completion, about 28% of the site will be covered 'by buildings. Remaining portions of the property are devoted to off-street parking lots (3 with a total of 346 spaces), access drives and landscaped open space. In addition, vacation of a portion of 7th Street is requested which is to be accomplished by replatting. _PJannin~ Commission Recommendation Following questions and comments, the Planning Commission approved a motion (6-0) to recommend that the subject application be approved with the following conditions: 1. Development shall be in accordance with. the approved preliminary development plan, including preliminary building elevation and landscaping plan, incorporated herein by reference. 2. A final site development plan for Phase I shall be filed within 1 year; a final site development plan for Phase II shall be filed within 4 years; and the entire development shall be substantially completed within 5 years of preliminary approval. Following the Planning Commission's action, the applicant met with neighborhood representatives and their professional consultants to discuss-specific design issues. Following this review, the applicant submitted a revised preliminary development plan which contains the following changes: 1) parking spaces facing 8th Street in the employee lot have been deleted and replaced w/land- scaping; 2) evergreen trees are shown along the south side of the emergency vehicle drive; 3) a speed bump is shown betweenthe emergency room parking lot and the emergency vehicle drive; 4) the energy center setback is shown to be 35'; and 5) a landscaped berm is shown along the parking lots on 8th Street. This revised drawing, if accepted, would become the approved preliminary plan. Chairman Gaines stated that he .thought that it just went to Earthcare. Mr. Dudark stated no. He stated that it goes to the point of the sweeping curve as a 12" and then reduces to 6" and goes across Schilling Road to Riffel Moving and Storage. Chairman Gaines asked if there were any interested persons who would care to make a comment regarding this application? There being none, would the commission care to take action? MOTION: Mr. Brungardt moved that Application ~PSg-4 be approved including the staff recommendations. SECOND: Mr. Anderson seconded the motion. VOTE: The vote was in favor of the motion (8-0). Motion carried. #6. Application ~PDDS9-3, filed by A~bury - Salina Regional Medical Center. Mrs. Denton stated that she has a conflict of interest with this application as she is employed by Asbury. She abstained from hearing this application and excused herself and left the room. Mr. Dudark stated that this is an application filed by Asbury Salina Regional Medical Center for rezoning from R-3 (Multi-Family Residential) and C-3 (Shopping Center) to PDD (Planned Development). He stated that the R-3 area is the existing hospital, nursing school and office buildings that are support faciliti~ surrounding the parking area. The C-3 area is where the old post office used to be and the new parking lot that is south of Asbury and north of Sears. Across Santa Fe to the east is zoned C-3 with C-3 to the north and C-3 to the south and R-3 to the west along 8th St. The submitted plan has two phases. Phase 1 is the main building addition to the south side of the existing hospital between the large parking lot and the existing building. Phase 1 also includes a proposed infill building on the east side with a recessed area. This amounts to about 34,000 sq. ft. of building footprint and 100,000 sq. ft. of total floor space. This is a three story main addition with the possibility of a fourth floor to be added at a later date. The plan shows a brick design with tinted glass windows along the floors and the snack bar area to the east. The second phase is a small building planned towards the end of the five year period over by 8th Street for an Energy Center. Basically, the hospital plans to move its power plant currently within the hospital to this outlying building. The architectural intent is to have a similar building compatible with Phase I and also design the building compatible with the residential character of homes on 8th Street. Both phases are to be done within the five year period. Construction will require the removal of five structures all of which are owned by Asbury. There is one office building which is a medical clinic and the other four structures are residential. There are small detached garages as well that will have to be removed. The parking plan is in three areas. The main parking lot for visitors and patients is off Santa Fe with two entrances. The main entrance is in front of the hospital. A new canopy and new main entrance is proposed. The existing parking lot for employees will be redesigned and improved and a new parking lot constructed to the south for doctor's parking. The proposed landscaping plan takes into consideration the location of the buildings and the service area and the remaining green space would provide buffers such as trees and shrubs and various lawn area particularly to the west of the emergency room and a pedestrian area linking the two parking areas into the west side of the existing hospital. There will be approximately 140 trees throughout this area. The applicant has requested in addition to the existing signs that they be permitted to have five additional signs. One sign is proposed near the entrance. There is already a main sign on Santa Fe. One additional sign at the corner of South Street and Santa Fe and on 8th Street for the emergency room entrance. This property has frontage on several streets, Sa~lta Fo, South, 8th, 7th and Well Place. The applicant is. requesting the vacation of 7th Street from the south right-of-way line of South Street to a point where 7th Street would become a turn-around with cul-de,sac Salina City Planning Commission May 16, 1989 Page 13 constructed by Asbury so that this vacated area would then become owned by Asbury who owns property on both sides of the vacated frontage. There is a water line that runs in that street. The building plan projects into the right-of-way of that street. Therefore, the water line is a development constraint. In order to deal with that, the applicant has proposed to construct a water line from Santa Fe to the south parking lot to connect up with the existing line in 7th Street and Well Place. This will feed water pressure over to 8th Street where a smaller line exists. The 7th Street line is a 6" line and the new line will also be a 6" line. There are no sewer conflicts. The other utilities are in the process of redesignating their facility locations and letters we have in the file indicate that relocation will be accomplished at the expense of Asbury Hospital. The easements would remain in 7th Street down to where the lines would be capped off. Currently, on 8th Street there are several driveway openings. This plan calls for some consolidation of drives so that each parking lot would have one combined entrance and exit driveway. The third driveway is for the emergency room entrance which is on the west side of the new building. Under the current layout of the hospital, both the emergency room and the visitor outpatient entrances are from Santa Fe. This plan would separate EMS type vehicles from the normal citizen that would go to the emergency room. There are approximately 150 ambulance runs into Asbury a month..Some of those are transporting patients and are not under sirens or emergency situations. It is their practice to turn the siren off when they pass the last intersection which in this example would be South and 8th Street. Staff's recommendation is that the commission consider approval of this preliminary development plan. This is also the preliminary plat. The area is platted now but this would replat that area under a new addition as one new lot and one block. Staff has listed conditions in the report some of which deal with the issues raised during the plan review, primarily setback lines. The request has been made to have a 3' setback line along Santa Fe. The existing building sets right on the property line in this location. The applicant is also requesting 15' for an Energy Center and staff suggests 25' to line up with the homes on 8th Street. The plan shows parking facing 8th Street in the front yard of the employee parking lot. Our recom- mendation is to delete those 6 spaces and provide landscaping in lieu of parking. Lights need to be designed and located so that the illumination casts downward. There will need to be area lighting for security reasons because of the night shift changes. Chairman Gaines asked if there has been any correspondence regarding this application? Mr. Dudark stated that there have been no letters but several calls. There were a few people who came in and looked at the site plan. Mr. Anderson asked if Seventh Street is the proposed cul-de-sac? Mr. Dudark stated yes, that there are three houses on the west side. Those are about 50' lots. Mr. Anderson asked if the three homes on the west side are owned by Asbury? Mr. Oudark stated that they are not. Those homes are not included in this project and are outside the boundaries. Chairman Gaines asked if there were any comments from the applicant? Paul Macek, Vice-President at Asbury Hospital, stated that with him representing Asbury are Don Millikan, Chairman of the building project committee, Clay Edmonds, Chief Executive Officer, and Charlie May from Wilson and Company who is representing the engineering services that have -assisted in providing us in the development of this project. He stated that he would like to add to the comments Mr. Dudark has made and illustrate to this group Asbury's mission to the community and also the surrounding area. Salina City Planning Commission May 16, 1989 Page 14 As most of you know, Asbury has been in its current location for nearly 70 years at the intersection of Santa Fe and South Street. We have a commitment to be a provider Of hospital health care, and health education related services at both the local and regional basis. By regional, we define that as a service area of' 25 surrounding counties by which patients come to acquire services at Asbury. As a part of our mission, we have a real emphasis ir) the area of quality, service and cost-effectiveness and the delivery of health care and health related, services. We accomplish our mission with that emphasis by working with our hospital board of trustees, our medical staff, various public groups that have an interest in our organization, our employees and others in terms of accomplishing our overall mission. Briefly, that is who Asbury is and our mission to the community. Many of the points that Mr. Dudark has made are reflected on this site plan. We will attempt to illustrate a few additional details that Mr. Dudark has provided as part of the overhead presentation by way of orientation. He showed the proposed plan. He stated that the properties that we are talking about are part of the planned development district. One of the things we have done over the course of the last 18 - 24 months is involve ourselves in the long-range planning process attempting to define the facility needs for some 20 - 25 years into the future. By doing that, we are looki~)g specifically at a 5 year time frame as a planned development district. We have illustrated a clockwise development of the campus over an extended period of time. At this point, we are proposing to expand to the south and to the west. Further into the future, we realize that there will be a need for additional expansion an~ replacement and we have identified this location for that next phase. Further out into the planning horizon, we realize that some of the oldest parts of the building will need to be replaced and we have taken that into account for an overall campus development of this site in this particular location. The proposed construction as a part of the project will take the form of a building extending to the south of what we now know as the Landon Wing or the south entrance to our building. We are proposing a new access off of Santa Fe with access to a new main entrance segregating the traffic buffers to create a separate walk-in entrance for walking emergency room patients and creating a separate entrance off of 8th Street for the emergency vehicle traffic. We will be minimizing the number of curb cuts a]ong 8th Street for better traffic management. We will increase the number of parking spots on our campus frum, 51! to approximately 700. Fifty of those will be permanent and approximately 100 will be temporary. We want to create a campus-type atmosphere for the entire planned development district. We have this illustrated in the form of green belts and lawns and approximately 140 trees will be planted to create a landscaped environment for that part of the phase. Another part of our development calls for the development of a power plant which will eventually need to be replaced. Our attempt is to create a campus environment with significant improvements to landscaping to buffer the various parts of our campus as it is developed over time. The next slide illustrates the elevation of the building. Basically, we are proposing to construct a three-story building with provisions for a fourth fluor. This would be the construction of a basement level main floor, a second floor, and provisions for a third floor with additional construction on top. The highest point on this elevation illustrates the presence of an elevator penthouse which will provide access to all levels of the building. It will be located at the far south end of the existing building. The project is something we are proud of and Asbury appreciates the opportunity to present this project to you for your consideration. It is a product of alot of planning activity that has occurred over the course of 18 - 24 months and illustrates Asbury's commitment to provide services to Salina and the surrounding area for quite some time in the future. Chairman Gaines asked if there are any interested persons who would care to make a comment regarding this application? Anna Stanley, 420 S. 8th St., stated that she and the residents have put together some comments for the commission's review. She passed out some papers to the commission members. Mr. Roth asked where Anna's home was located on the map? Salina City Planning Commission May 16, 1989 Page 15 Anna Stanley stated that her home is across from the proposed Energy Center. She read from her report. She stated that: 1), the residents of the affected area, especially those beyond the 200' notification area believe that the planning of the proposed hospital expansion has been conducted in such a manner whereby public exposure is rather limited for this project. This is in conflict with the spirit of the planned development district procedures which are intended to promote full exposure of land changes in land use affecting the surrounding area; 2) the development as proposed does not comply with Section 42-403(a)2 of the zoning regulations which require the planned development will not substantially injure or damage the use, value and enjoyment of the surrounding property. It is the residents opinion that the property values of all adjacent properties have been substantially lowered; 3) the residents of the neighborhood strongly oppose the ambulance entrance on 8th Street. Eighth Street has been previously used for an ambulance route and the residents are very glad to see the practice discontinued. There is a high concentration of small children in the area and speeding ambulances and increased traffic certainly represent an increased hazard for the children and worries for their parents; 4) the employee parking lot on 8th Street does not represent compatible land use with the surrounding residential district. The existing parking lot should not have been allowed in R-3 if it does not have a conditional use permit. If the parking lot has a conditional use permit, it should not have been granted because the lot does not exit onto an arterial street or have screening from the residential properties as required by Section 42-203(5). There have been several accidents resulting from employees leaving the existing parking lot without regarding the residential traffic. Shift change at the hospital occurs at approximately the same time as discharge from two schools within two blocks of the parking lot exits, Bartlett and Roosevelt-Lincoln, creating a hazard for children walking home from neighborhood schools. If a traffic study should result in a recommendation for a 4-way stop at South and 8th Street, the residents would see the recommendation as confirmation of the expected adverse effect on the traffic flows. The residents certainly do not want to see another stop sign on 8th Street. The service cars leaving the parking lot after 11:00 p.m. every day of the week not to mention those leaving at 2:00 a.m. representing more intrusion in an otherwise relatively quiet neighborhood; 5) both the parking lots and ambulance entrance are inadequately screened from the residential area. Screening should be provided on the north and south and along the street to the west. A few Bradford pear trees do not constitute screening. However, the screening on the west must be far enough back from the street to allow proper visibility for traffic leaving the lot; 6) the lighting used on the existing parking lot especially the old post office property is completely incompatible with residential surroundings. The height Of the light bulbs and the texture should be restricted so that no light or glare falls on the adjacent residential property. This requirement should apply to existing as well as new lighting for the proposed development; 7) the proposed future Energy Center is too close to the street, will be too tall and will likely be too noisy especially for the residents immediately to the south. Appropriate setback restrictions, bulk restrictions and allowable noise levels .should be identified for this facility and it should also be required that the architectural style and quality be compatible with the neighborhood; 8) while it can not be part of the PDD because it is not owned by the hospital, the residents would very much like to know what is planned for the area from the ambulance drive south to Well Place. Of the seven parcels in this area, the hospital owns two, and has made offers for four others that the residents are aware of. The residents strongly feel that the use plan for this area should have bearing on the decision regarding the rezoning request; 9) what is the intended traffic pattern at the main hospital entrance? Is the exit intended to be back to Santa Fe?; 10) is there an entrance to the ambulance entrance via the ER parking lot? This entrance seems to invite additional traffic through the ambulance entrance; 11) while there are likely good architectural reasons for the proposed design, the residents would much prefer a development concept which expanded to the south and utilized the land owned by the hospital on Santa Fe rather than expanding to the west; 12) the residents suggest that the Planning Commission deny or table this request until such a time that Asbury has addressed these concerns to the residents satisfaction. The residents also request that all restrictions and requirements as to architectural style, Salina City Planning Commission May 16, 1989 Page 16 lighting, bulk, setbacks, curb-cut limitations, screening, noise limits, etc. be specifically written into the development plan as required by Section 42-403(a)6. Also, to the signatures on the back we have also added Carolyn Dubois of 412 S. 8th. She suggested that a fence could perhaps be put up as screening along the street. A nice wood fence would definitely separate them from all the vehicles they will have to look at. Francis Norlin, 414 S. 8th, stated that she still questions why we need to expand on a residential street. Asbury could find a use for the homes that they are planning to take down if their long-term plan is 20 - 25 years like other hospitals in other towns. These could be used for residents that come in for a year's stay, They could be rented to them, they could be used as Ronald McDonald homes which 25 years from now there may be a great need for that type of housing, if they are going to expand their services. They ought to stay on the already asphalt surface on east and west side of Santa Fe. They should not tear down the rest of the west side. She stated that the commission ought to look at where the ambulance entrance run is. That is right next door to a privately owned home. She is not sure that they would want an ambulance entrance 25' from your bedroom window. Melanie Terrill, 450 S. 8th, stated that Mr. Dudark had said that the siren would likely be turned off at South' and 8th Street. She asked what about coming from the other direction or would they never come from the other direction? Mr. Dudark stated that the Director of EMS indicated that they terminate the siren when they are in a non-congested environme~mt, when they do not see any obstructions or congestion on the road ahead. He stated that the sirens would probably be turned off right after Prescott on 8th Street. Melanie Terrill stated that Asbury has indicated the need to replace the power plant that exists right now. She asked what the need is. Why couldn't it remain in the same place? Paul Macek stated that the power plant is currently located on the west side of the original building. One of the difficulties they have with the power plant is that it is very aged and will eventually need to be replaced in total..As a part of this project, they propose to add to it to provide sufficient services for the addition to this building but the equipment is of such age that it will need to be replaced. They have considered replacing it as a part of this project but for several reasons opted to temporarily update it in place. Melanie Terrill asked if the new plant could not be put in the same location instead of putting it on the residential site? Paul Macek stated that the location that was identified as a part of their study which involved architects, engineers and a variety of professional staff who reviewed alternative locations for this particular function and after an examination concluded that this would be the preferred location from a building efficiency standpoint, proximity to the building, and overall campus design and development for the whole project. There were a number of alternatives and solutions identified as a part of that process. Melanie Terrill asked if there is a reason why it could not be moved to the east by the ambulance circle? Paul Macek stated that one of the alternatives that the city is recommending is that they back that plant from 15' to 25' to get it farther away from 8th Street. Can it be pushed back farther? That is a question they will have to examine with their professional staff that they have retained to help them design this whole project. Melanie Terrill stated that it would be easier to look at a green landscape screen as is planned than a brick structure. Salina City' Planning Commission May 16, lgsg Page 17 Paul Macek stated that the consideration on the design of this building together with the landscaping, berming, and other techniques to soften its appearance have received considerable attention from the professional staff they have retained to help them develop this project. One of the concerns is noise. With today's technology, the fact that all of the functions that are currently located outside will actually be relocated to the inside of another building. Melanie Terrill asked if there is a design for that building? Paul Macek stated that they do not at this point. The final design would be subject to the approval of this body. Melanie Terrill asked if that would come back to this group to approve that design? If residents found that design objectionable, would they be able to express that? Mr. Dudark stated that it has been our practice to have input when the Planning Commission makes those decisions but it would not be a zoning issue but a design issue. The right would exist to build it in the location approved subject to approval of the final design. Melanie Terrill asked what kind of opportunity would there be for the residents to see that design before it comes before the commission so they could express that to them if they did not like it? Paul Macek stated that their past track record in terms of announcing the project to the residents in the surrounding area would apply in this case also. Melanie Terrill asked how tall the power plant is? Paul Macek stated that he does not have a definition specifically. Carol Cooper, 43g S. 8th, stated that she lives south of the proposed power plant and west of the emergency room entrance. She stated that she wonders why they put the emergency room entrance in an inaccessible place, why not keep it over on the Santa Fe side where there is already plenty of traffic lanes and space? It appears to her that there are no evergreens to buffer the noise, it is all trees that will lose their leaves whatever the season may be. She stated that she is not happy with it as she hears noise now. She has no air conditioning and in the summer she hears the power plant. She would not be able to leave 'any of her windows open. She is real upset with the layout the way it is. Gilbert Norlin, 414 S. 8th, stated that the traffic problen~ will increase when they close up 7th Street, they will have more cars coming and going out of the parking lots. They have an awful hard time getting out of their driveways across from that lot right now. The existing one has three cuts in the curb and there will only be a double one in and out. Everybody will be exiting onto 8th Street. There is alot of problem with the power plant and the traffic. It will be very congested. Melanie Terrill asked if the hospital would be willing since they have gone to a 20 year plan, to share with the residents what may go in on the 8th Street properties outside the PDD. That may alleviate some of their concerns. Paul Macek stated that the properties being discussed are properties located along 8th Street and properties also located in this location along 7th Street. Specifically, he thinks they are talking about the two properties Asbury owns, including the one at 8th and Well Place. Melanie Terrill stated also the ones the hospital has made offers on but have not yet purchased. Paul Macek stated that it is important to point out that Asbury is not out making offers on property. They have been approached on a couple of occasions. He was approached today by a realtor representing the owners Saline City Planning Commission May 16, 1989 Page 18 along 7th Street. He stated that they have not made any offers. He stated that they have purchased the properties on 8th Street. These two propePties they do not own.and consequently, to speculate on what might occur there without any definitive plans, it hard to con~nent on at this point. Melanie Terrill stated that it sounds like they are close to owning those properties. Paul Macek stated that they do not have any definitive plans at this point for these properties. It is hard to talk about a piece of property that you do not own and develop any plans for it. Melanie Terrill asked if the hospital were to obtain that and then next year would they be allowed to come in and amend this plan and include that area. Paul Macek stated that anything that would happen to this property or any other property that Asbury were to acquire would need to come through this process for rezoning or incorporation into a planned development district. Anna Stanley asked why they do not put the employee and doctor parking across Santa Fe where they already ~wn the Weeks site and that whole area? Paul Macek stated that one of the things that they have there is an employee parking lot. Anna Stanley asked if that was not good enough to take care of their needs? Paul Macek stated that it is not. Anna Stanley asked what about the Week's property? Paul Macek stated that the Week's property they have identified at least on a temporary basis room for 112 parking stalls. The permanency of those depends on what eventually happens to the Week's property in terms of development. There is nothing that has been drawn u~ and no formal commitments. Anna Stanley asked wouldn't it be easier to put the parking over there instead of tearing down three homes? Paul Macek stated that one of the things they are trying to do is get the physician parking located in close proximity to the building, primarily because when physicians arrive often times they need to have immediate access to the emergency room. When they have an emergency in the emergency room and a call goes out for a physician to respond, that individual needs to get here and have access in as timely fashion as possible. That is the rationale for including the parking there. Francis Norlin asked what is wrong with the existing parking that is already there? She said to quit calling it a campus! Face it, you have a little bit of grass, some Bradford pear trees, some Pin Oak and parking lot. That does not constitute a campus. Why can't the doctors parking lot go on the area that is already parking lot. Why encroach on residential 8th Street when it is not a main arterial street. Paul Macek stated that the area right here is being identified as visitor, patient and public parking to create access to a new main entrance which will be immediately off of Sancta Fe with two accesses. Francis Norlin asked why can't the doctors parking go where Dr. Hodges parking is now that is already asphalt? Paul Macek stated that Dr. Hodges' parking is located at about right here which as part of the proposal would become an access to emergency vehicles. Francis Norlin stated that the architect from Nebraska did not take that into consideration. Salina City Planning Commission May 16, 198g Page 19 Paul Macek stated that actually it was a combined effort by their civil engineers from Salina, Kansas, together with the architects from Nebraska. Anna Stanley asked if they would consider putting a fence up? Paul Macek stated that is something they would consider. Arena Stanley stated that no matter how many trees are planted and how much berming is done, they still have to look at cars. Paul Macek stated that the answer to that question is that they would seriously consider that. A~a Stanley asked who wants to set on the front porch and look at cars? Paul Macek stated that he understands that. What they are attempting to do is create an improvement in this environment over what they currently have, not only from a traffic flow standpoint, but also aesthetically. Anna Stanley asked about the signing for the ambulance entrance and the sign on 8th Street. Staff has recommended smaller lighting, wha: are we looking at as far as signs go that ar& illuminated at night? Paul Macek stated that signs the size that staff has recomme~'ded are acceptable from their standpoint. They are significantly smal,er than the origina] request and 12 sq. ft. is the total size to be illumi ated at this point. Anna Stanley stated that it does have to be accepted. Paul Macek stated that to provide 24 hour directional signage they need to be lighted. Anna Stanley asked if Mr. Macek would want a 12 sq. ft. illuminated sign across the street from his house? Paul Macek stated that it depends on how it was constructed and how it was lit. Anna Stanley stated that Mr. Macek is such a good speaker. She stated that no matter what the residents say, you the people who are doing this do not live there. You can say that you are sensitive to our needs, but you do not have to live there. Paul Macek stated that the point is in terms of putting this package together, Asbury made a concerted effort to look at this project from the standpoint of surrounding property owners and he thinks Asbury with its professional expertise is sensitive to those concerns and is proposing landscaping techniques to be effective and is proposing to be good neighbors in terms of seriously improving traffic management. Anna Stanley stated that he is saying only 150 ambulance runs per month coming into that entrance, but you will have people coming through from the visitor parking area and out the ambulance entrance because it is all open to vehicle traffic. Paul Macek stated that their intent is to design that to be for emergency vehicles only. Anna Stanley stated that there is a parking lot just south of that emergency entrance you have that opening between there and the vehicle entrance. People will be using that entrance. Paul Macek stated that up to this point and time, that particular configuration has not identified itself as a problem. Is that something we can take a look at? He stated that he thinks the answer is yes. Anna Stanley stated that they have listed that in their report after seeing the design, thinking that rather than going down on Santa Fe people would come out on 8th Street and increase their traffic flows. Salina City Planning Commission May 16, 1282 Page 20 Paul Macek stated that the inten: is to limit that to emergency vehicles only. Anna Stanley stated that an intent and an actuality are two different things. Paul Macek stated that that is the best he can do at this particular point and time. Francis Norlin stated that Mr. Macek says he is in the health care business. The residents feel you do not care a wit about their health. Paul Macek stated that that is the first time he heard that remark. Chairman Gaines asked if there are any other comments? There being none, would the commission care to discuss this application? Mr. Roth asked what kind of disclosure did the hospital make not only to the people within the 200' radius but also the public in general? What chances have the public had to comment on the design? Paul Macek stated that they wrote a personal letter t( each one of the property owners that were notified as part of this appli ation and invited those individuals to attend a neighborhood meeting and op(n house which was held on a Thursday evening from 7:00 - 8:00 p.m. and thc second one which wa~ conducted on a Saturday morning and was open to the )~blic. We opened that to all the property owners in the surroundin area and that communication was also addressed to the same individuals who received notification letters of this hearing with the invitation to come and discuss any concerns any individual may have and provide the opportunity for Asbury to illustrate the proposal and receive any comments. They had 10 people attend those meetings. Mr. Roth asked if the 200' radius is from the center of the plan or is it 200' from the outskirts from the entire boundary? Mr. Dudark stated that it is 200' from the entire boundary. Mr. Morris asked out of those here today, how many attended those meetings? Three people raised their hands. Gilbert Norlin stated that he stopped at the city-county office several days before the letters came out from the hospital and talked to the man over there. He was the one that said that he needed to get ahold of the hospital. Had I not gone over and talked to him, he does not know whether the letters would have come out. Paul Macek stated that the approach in terms of solicitating the comments from the neighborhood and in sending out that letter was formulated in the plans far i~ advance of filing this application. Anna Stanley stated that on the list of names they have, they also have names from people in the 500 and 200 blocks of S. 8th Street which did not receive letters. More people outside the 200' area are concerned about this proposal. Those people thought they should have received letters and been advised of what was happening. Chairman Gaines stated that signs had been posted when the application was just being considered for rezoning. Melanie Terrill stated that she did appreciate the notification but it was the first time she had ever heard about it. Chairman Gaines stated that in reading through the comments submitted by the residents, when Asbury hired the architect a year ago, there was a large article in the Journal about the future plans. He stated that he remembers the article. He stated that at that time the future expansion was said to go to the south. He stated that he thinks there have been other articles since then also. Salina City Planning Commission May 16, 1989 Page 21 Paul Macek stated that there have been several articles in the Journal over the course of the last 12 months regarding Asbury's general purpose, theme and direction of development. Mr. Kline asked how much difference on traffic flow on 8th Street will it make with 7th Street being closed? Mr. Dudark stated that he does not have the traffic count on those streets. Those are local streets. 8th Street is currently designated to have the right-of-way at its intersection with South. We are in the process of looking at that to see if there is a need to make a change in that. 7th Street itself does not go all the way through. He stated that he would not think people would take 7th Street as there is not a straight shot to Prescott or on south to Crawford. Alot of the traffic on 7th Street is probably hospital traffic. He is not sure that there would be very much thru-traffic that would be terminated and spill over onto 8th Street or Santa Fe. We do not know whether or not there needs to be a change at South and 8th Street at this time. Gilbert Norlin stated that at the meeting that he went to at the hospital they told him that for every three cars that went on South Street there were five cars that went down 8th S~reet. If hat is the case, that tells how much traffic there would be especially with tnother parking lot. Paul Macek stated that they positioned a couple of their staff out there to do an informal observation on a couple of th, streets. This was not a scientific study but only an observation to th to identify whether or not the volume of traffic on 8th Street exceeded tha. on South or whether or not the volume of traffic on South exceeded 8th Street. Chairman Gaines asked if the emergency vehicles that come in now can c~n.e in from either Santa Fe or 7th Street? Paul Macek stated that the emergency room is located at the south edge of the existing structure. Emergency vehicle traffic comes off of Santa Fe. It is extremely difficult because of existing parking arrangements in this area together with the location of mobile technology unit for an ambulance to enter from that 7th Street direction. Chairman Gaines asked how many curb-cuts are in the existing parking lot south of the nursing school? Paul Macek stated that there are three curb-cuts in this area. Chairman Gaines asked how many are on 7th? Paul Macek stated that there are three of them on 7th also. Chairman Gaines asked if there will be any access from the parking lot to the service drive? Charlie May stated that there is no access off of the parking lot on 7th Street or the future service drive. There is no access from the doctors parking. The only access is onto 8th Street and one access for the ambulance drive. The existing ambulance service coming into this location can not get in from 7th Street. The traffic all comes in from Santa Fe, makes a loop around and goes back out to Santa Fe after it is discharged and under the existing canopy makes its turn and goes south around the doctors parking and onto Santa Fe. Chairman Gaines stated that there are lines on the plan that look like there is access to the parking lot. Charlie May stated that that is the existing entrance onto 7th Street. Mr. Roth stated that a valid point was made that you can get from Santa Fe to 8th Street by negotiating the parking lots. Are there enough turns and entrances to make that a semi-nonattractive process? Salina City Planning Commission May 16, 198g Page 22 Charlie May stated that for the ambulatory entrance and for the emergency room parking people have got to come in and make two 90° turns to get out of there toward 8th Street - and that is very unusual. Most of it will go out into easy access onto Santa Fe. Mr. Roth asked if there was a reason that, assuming the technology for noise reduction existed, that the ambulance drive was located on the south side of the proposed energy center rather than the north side of the energy center? Charlie May stated that he does not know the planning concept involved. He asked Mr, Macek if there was anything involved in coming in this way? Paul Macek stated that they took into consideration that configuration. He stated that he does not recall the attention being directed to that configuration. Mr. Roth asked if more screening may be achieved if the ambulance entrance went to the north top of the loop instead of the south end of the loop. Charlie May stated that the natural thing would be to come in the south side of any building in the winter time eslecially when the wind is blowing. If it were at the top part of the loop':~e natural pattern would be from the north. This gives it more of a buff'er between the homes and the energy center and also the opportunity to do ~ome landscaping. The concrete buffer that is hidden will be used very spari )ly. Mr. Roth asked what the number of a~ ;ulatory patients would be including walk-ins? Paul Macek stated that the only barometer on that regard is to say that Asbury has 1,000 ER visits a month or 12,000 a year. Mr. Roth asked if that meant 850 ER visits a month using 150 ambulance trips? Paul Macek stated that the 1,000 would include ambulatory, walk-ins, drive- ups, etc. Mr. Roth asked if the walk-ins would probably come in off of Santa Fe rather than 8th Street. Charlie May stated that the directional sign for the ambulance entrance would be located on 8th Street. Mr. Roth asked if the sign would say that it is an ambulance entry only? Paul Macek stated that we do not have a specific language identified at this point and time. Our intent is to illustrate either ambulance or emergency vehicles only. Mr. Roth asked if doctor's coming to park now come in off of Santa Fe or 7th Street? Paul Macek stated that the majority come in off Santa Fe. Mr. Morris asked if the doctor's parking now is controlled access? Paul Macek stated that that is correct. Mr. Morris asked if it would be anticipated that that would be the same policy on the new lot? Paul Macek stated that the policy on the new lot and the configuration of that new lot would make access much more restricted to physician parking only. Our plans show access only for physician traffic. Mr. Roth asked how many cars in the top employee parking lot are proposed? Salina City Planning Commission May 16, 198g Page 23 Charlie May stated that 95 parking spaces are proposed. Mr. Roth asked if that is subtracting the 5 or 6 that are on the west side? Charlie May stated that it is not. That would be 89 if the 5 or 6 were subtracted. Mr. Roth asked how many spaces are in the existing lot? Charlie May stated that he does not have an exact breakdown for that figure. Mr. Dudark stated that on the aerial photo it shows that about half of the spaces are there now. Mr. Kline asked what the reason is for not having access to the existing 7th Street? Is that strictly for truck deliveries? Charlie May stated that the purpose of the access off of South onto the existing 7th Street is to provide access into the maintenance area and service for the loading dock. This will only serve as a service drive. The city has regulations as far as the distal)ce between curb~cuts. We have visited with the city and d termined' that what we first proposed which is more curb-cuts than this was not acceptable so we reduced it down to where there is adequate spacing betveen the curb-cuts and still allows access into the lots and will control inE:~ess and egress. Gilbert Norlin asked if all ~e ambulance runs will come in off 8th Street? Charlie Hay stated that it would be extremely difficult for an ambulance to try to go through this alignment coming from Santa Fe. Francis Norlin stated that when an ambulance goes to a hospital there is usually at least one police car. Mr. Roth asked if there have been any problems with accidents or neigh- borhood complaints using the St. Johns emergency room entrance which is located in a residential neighborhood also? Mr. Hoff stated that he is not aware of any complaints. Chairman Gaines stated that he was reading through the comments received from the neighborhood residents and he feels that most of the items listed have been answered. He aske~ if there are any that they would want to discuss further? Francis Norlin asked if the landscaping has been addressed? Chairman Gaines stated that Asbury said they would consider putting up a fence. Francis Norlin asked if that is going to buffer noise from an ambulance? There is something in the C-3 ordinances that requires that an evergreen hedge to the height of 6' and no more than 8' be placed as a buffer between a parking lot and a residence. Bradford pear trees and Pin Oak trees just doesn't quite do it. Those would be bare 6 months of the year. Chairman Gaines asked how long the ambulance entrance has been on Santa Fe? Paul Macek stated that it has been about 3 years. Chairman Gaines stated that prior to 3 years ago ambulances were coming in on 8th Street? Paul Macek stated that they were coming in off of South Street and 7th Street. Salina City Planning Commission May 16, 1989 ~ Page 24 Chairman Gaines stated that if they were coming in off both directions it seems logical that they would take the shortest route from Prescott and 8th Street over to 7th Street. Gilbert Norlin stated that he has' lived there 11 years and there has never been any on 8th Street. A lady in t~e audience stated that she lived there 19 years and there has never been any off 8th. Chairman Gaines stated that item ~3 in the report from the neighbors stated that 8th Street has previously been an ambulance route and the residents were very glad to see the practice discontinued. Francis Norlin stated that that is 8th Street from Prescott to Well Place. That is the SO0 block. The ambulances would come from the south on either Santa Fe or 9th Street and turn on Prescott and go north on 8th and make the sharp right turn onto Well and make the sharp left turn onto 7th Street and go to the emergency room or they would enter from the north from 9th and Santa Fe to South Street and go to 7th Street to the emergency room. She stated that the o-dinance on screening she was talking about is Section 42-552(e)3. Mr. Dudark stated that that ordinance is applicable but this is a planned development. The applicant has proposed a landscaping plan to take the place of what the ordinance normally requires. The landscape architect apparently felt th t ornamental trees would be a more aesthetic treatment than an evergreen ;'edge. That is a judgement that the landscape architect has made. Anna Stanley stated that the ordinance also says that a fence could be used. Mr. Dudark stated th~: it gives an option. Chairman Gaines stated that the applicant has stated that they will consider that or a combination of that. Mr. Dudark 'stated that a combination would be a very good way to deal with it. A fence could be used adjacent to the parking and landscaping for the open space between the parking area. That is a detail the designers could work on. Mr. Roth stated that he has problems with the ambulance entrance. He stated that he would rather see the ambulance entrance on the north moving to the north part of that loop to provide the residents to the south with a little more buffer. He stated that he assumes that trees will be used to buffer the north wind. The noise of the energy center also bothers him but he stated that they will have another crack at that and at that time they can take a look at what noise would be generated and techniques to buffer that noise. He stated that he sympathizes with the neighbors that the trees will be bare 6 months a year. Although, he is unwilling to ask this committee to be a design review group, he hopes the hospital takes into account some of the things that have been mentioned. Francis Norlin asked if we actually feel that the development as proposed has complied with Sectiorl 42-403 of the zoning regulations which requires that the planned development will not substantially injure the use, value and enjojanent of the surrounding property? She asked if the commission does not feel that her house where it is located will be in any way, shape or form damaged for the use, value and enjoyment? She stated that her driveway will be across from the employee parking and it is a double joint drive on her side. Mr. Dudark stated that the language is that the planned development will not substantially injure the use, value and enjoyment of the surrounding property. Francis Norlin asked if Mr. Dudark wants to come try to back out of her driveway. She asked what time shift changes will take place? Salina City Planning Commission May 16,1989 Page 25 Paul Macek stated that the hospital operates 24 hours a day and there will be ~ different shift changes. Francis Norlin stated that she .can hardly get out of her driveway now. Chairman Gaines stated that he does not feel that it will substantially injure their use and their wording on item #2 is that it is the residents opinion that the property values of all adjacent properties have been substantially lowered. Francis Norlin stated that that is if this should go in. Chairman Gaines stated that they should finish their sentence. They are saying it has already been lowered. Francis Norlin stated that they are having a very difficult time trying to get this all put together today with Mothers Day weekend, etc. Anna Stanley asked if it will devalue her property to have another parking lot across the street? Chairman Gaines stated that he is 'not a realtor or in the market for a house, he hospital has been there for 70 years. Gilbert :~rlin stated that his house has been there for 106 years. Francis '~rlin stated that the original ambulance entrance was on Santa Fe on the north side of the hospital. Mr. Roth stated that whether the property values decline or increase is dependent on the future and if Asbury does provide a nice environment the housing pr ~perty can go up because the hospital wants it and can go down because the hospital does a crunchy job. Employees who work at the hospital may want to live near the hospital and walk across the street. The commission has to make this judgement. He stated that he would not vote for it if he thought it would substantially injure the use, value and enjoyment of the surrounding property. Francis Norlin stated that her immediate concern is how she is going to get in and out of her driveway when they are taking the curb-cuts from 7th Street and 8th and putting them directly across from her driveway. Mr. Roth ~tated that he can only ask if it is possible to take a look at the curb-cuts in relation to the curb-cuts across the street. He stated that the shift change does not occur every 5 minutes. Paul Macek stated that there are 3 shift changes. They are from 3:00 - 4:00 in the afternoon, 11:00 to midnight and from 6:45 to 7:45 in the morning. Anna Stanley stated that there is a shift change at the same time as school is letting out. Children walk up and down her street and not only has she almost been hit but she has seen children almost hit. That shift change bothers her. Charlie May stated that city regulations have a bearing and that is relative to traffic. Any traffic engineer you talk to will tell you that you can better control access with one driveway than if you put two of them side to side. They will all come out one at a time and not two or three of them all at the same time. Mr. Morris stated that he has heard comments that Asbury does not care but he can only say from his point of view that Asbury has been very caring about Salina and Salinans. The past proposals in merging with St. Johns and other situations have expressed that care. This current expansion represents a considerable investment in time, energy and dollars to better serve the health needs of Salina and our surrounding rleighbors. Unfortunately, it is not without some pain. Those neighbors who live closest will have additional pain of traffic concerns. Those concerns and Salina City Planning Commission May 16, 1989 Page 26 problems can very well be offset by having excellent medical care available promptly in a modern hospital such as Asbu~ if you have a loved one become injured. We have seen our health care community and medical doctors under pressure by rising mai-practice, and other issues which have adversely affected them. We have an opportunity to assist Asbury in addressing their long-range needs. MOTION: Mr. Morris moved that Application ~PDD89-3 be approved subject to the staff recommendations and addressing the additional landscaping as discussed with regards to fencing. He finds the zoning request and development plan to be in conformance with Policies C14, C51, G15 and G31 of the Comprehensive Plan. He finds that the issues have been adequately addressed. SECOND: Mr. Anderson seconded the motion. Mrs. Seaton stated that Greg Bengtson has determined that she has a potential conflict of interest so she is abstaining from voting. Mr. Roth stated that there are some details which can be worked out and he trusts that the hospital and residents would continue to work together to try to arrive at a satisfactory solution. VOTE: The vote was unanimous (6-0} in favor of the motion. Motion carried. #6. Other Matters. ~lr. Dudark stated that staff has been working with the Kat~sas College of Fechnology. MarJenount and Kansas Wesleyan are both in a U (University 2istrict}but KCOT is in R-3 {Multi-Family Residential). If the commission will agree, he would initiate a rezoning application. He stated that they are not interested in coming forward with this but would cooperate with the cmmmission to rezone the property. With the commissions direction and cvncurre~ce, he would come forward with the application. Mr. Roth asked if that included Vo-Tech? Mr. Dudark stated that it only included the Kansas College of Technology. He stated that the Vo-Tech area was rezoned to U some time ago. It was the commission's general consensus that the application for rezoning be initiated. REVISED 5 MAY 1989 (Published in The Salina Journal June , 1989) ORDINANCE NUMBER 89-9323 AN ORDINANCE PROVIDING FOR THE AMENDMENT OF ORDINANCE NUMBER 8526, THE SAME BEING CHAPTER ~2 OF THE SALINA CODE, AND THE ZONING DISTRICT MAP THEREIN AND THEREBY ADOPTED AND PROVIDING FOR THE REZONING OF CERTAIN PROPERTY WITHIN THE CITY AND PRESCRIBING THE PROPER USES THEREOF. WHEREAS, all conditions precedent for the amendment of the Zoning District Map, the rezoning of certain property therein, hereinafter described has been timely complied with, and SO NOW, THEREFORE, BE IT ORDAINED by the Governing Body of the City of Salina, Kansas: Section 1. AMENDMENT. DISTRICT "PDD." PLANNED DEVELOPMENT DISTRICT. That the Zoning Distrtct Map of the City of Salina, Kansas, duly adopted and published as a part of Ordinance l.~umber 85;Z6, the same being Chapter 42 of the Salina Code, be and it is hereb~ amended so that the following described property be rezoned as follows, to-wit: A tract of land in the Southwest Quarter of Section '1 ~irteen (13), Township Fourteen (14) 5outh, Range Three ( ) West of the Sixth Principal Meridian, Saline County, Fansas, comprised of the following property: Lots ;Z, #, 6, and 8 on Santa Fe Avenue, and Lots 1, 2, 3, #, 5, 6, 7 and the .~orth 77.50 feet of Lot 8 on Se 'enth Street; Lots 1, 3, and 5 on Eighth Street, Hollands~ Addition to the City of Salina, Saline County, Kansas. Lots 1, ;Z, 3 and u,, Surveyor's Plat "D" to the City of Salina, Saltne County, Kansas. Also vacated Seventh Street from the south line of the North 77.50 feet of Lot 8 on Seventh Street in said Hollands~ Addition to the north line of Lots I and 2 on Seventh Street in said Hollands~ Addition. The preceding being more particularly described as follows: Beginning at the northeast corner of Lot ;Z on Santa Fe Avenue, said Hollands~ Addition; Thence S.0~)°2~,~16"W. a distance of 820,00 feet to the southeast corner of Lot 4, said Surveyor's Plat "D"; Thence N.89°40~27"W. a distance of 250.60 feet to the southwest corner of Lot ~, said Surveyor's Plat "D"; Thence No00°21~59"E. a distance of 210.84 feet to the intersection with a circular curve having a radius of #5.01) feet, a central angle of 180°00~00" and a long chord of 90.01) feet bearing N.41°34~0~"W; Thence around said circular curve an arc distance of 1#1.37 feet to the intersection with the south line projected of the North 77.50 feet of Lot 8 on Seventh Street, said Hollands~ Addition; Thence N.89o~5~27"W. a distance of 145.0;Z feet along the south line projected and the south line of the North 77.50 feet of Lot 8 on Seventh Street, said Hollands~ Addition to the southwest corner of said South 77.50 feet of Lot 8; Thence N.00°22t55"E. a distance of 77.50 feet to the southeast corner of Lot 5 on Eighth Street, said Hollands~ Addition; Thence N.89°#1t21"W. a distance of 125.20 feet to the southwest corner of Lot 5, said Hollands~ Addition; Thence N.00°2#~23"E. a distance of #65.16 feet to the northwest corner of Lot I on Eighth Street said Hollands~ Addition; Thence N.89°38~59"E. a distance of 581.16 feet to the point of beginning. Containing 8.586 acres. (Bearings based on Solar Observation) shall become a part of District "PDD." PLANNED DEVELOPMENT DISTRICT. That the use of said described property shall be subject to all the conditions, restrictions and limitations as made and provided for in Ordinance Number 8526, the same being Chapter a,2 of th Salina Code with reference to the PLANNED DEVELOPMENT DISTRICT. Section 2. CONDITIOi~S OF APPROVAL. That the use of said described property shall be su~ ject to all the conditions, restrictions and limitations as made and provided for in Ordinance Number 8526, the same being Chapter q2 of the Salina Code, with reference to PLANNED DEVELOPMENT DISTRICTS. 1. Development shall be in accordance with the approved preliminary development plan, including preliminary building elevation and landscaping plan, incorporated herein by reference. 2. A final site development plan for Phase I shall be filed within one (1} year; a final site development plan for Phase II shall be filed within four (q) years; and the entire development shall be substantially completed within five (5) years of preliminary approval. 3. The building setback for Phase I MRI/Health Cath. Lab shall be twenty-five feet (25~) and the building setback for Phase 11 Energy Center shall be twenty-five feet (25~) from the property line. 4. Signs #1 and #2 shall not exceed forty (#0) square feet; sign #3 shall not exceed twenty (20} square feet; and signs #4 and #5 shall not exceed twelve (12} square feet. All signs may be illuminated and shall not exceed six (6) feet in height above grade. 5. The parking spaces facing Eighth Street in the employee parking lot shall be deleted and replaced with landscaping. 6. Area lighting shall be located and designed so as not to cast any direct light on surrounding residential property. 7. Proposed water line relocations / modifications, sewer line connections and Seventh Street cul-de-sac improvement shall be the responsibility of the applicant. 8. The final site development plan shall reflect all required revisions and amendments, where appropriate. Section 3. That upon receipt of certification by the Office of the Saline County Treasurer that all ad valorem property taxes are current on the real estate described in Section 1, the City Clerk is hereby directed to publish this ordinance in the official city newspaper.
