8.3 Repair Water WellsCITY OF SALINA REQUEST FOR CITY COMMISSION ACTION DATE TIME 12/08/2008 4:00 P.M. AGENDA SECTION ORIGINATING DEPARTMENT: APPROVED FOR NO: 8 AGENDA: UTILITIES DEPARTMENT ITEM NO. 3 BY: BY: Martha Tasker Page 1 ITEM: Authorize the repair of Water Well Nos. 8 and 13, Project No. 08-2737. BACKGROUND: Water Well No. 8 was drilled, designed and constr ucted by Layne-Western in 1940. The pump assembly was removed and replaced in 1975. Since 1975, only minor repairs have been made to this pump. With over 30 years of service since the last major rehabilitation, the pump will be removed and a complete pump inspection will be performed at Layne-Western’s facility. A Down Hole Television Survey will be performed to visually verify the integrity of the well casing, screen, and determine if any damage is present within the well. This survey will also verify if well screen fouling is present. If well screen fouling is present, a water sample from the well will be obtained, and an analysis will be performed to determine a customized chemical treatment process to correct the fouling of the well screen. To ensure reliable service from this well, the following repairs are anticipated: Remove/Repair/Replace Pump $38,000 Down Hole Television Survey $ 1,750 Chemical Clean to Remove Well Screen Fouling$15,000 (1) Estimated Total Cost: $54,750 (1) Estimated Total Cost will not be exceeded without prior approval from the City Commission. City staff will review and approve Layne-Western’s recommendations prior to any work being completed. Water Well No. 13 was drilled, designed and constructed by Layne-Western in 1954. The original well was abandoned and a new offset well was drilled in 1990. The pump assembly was removed and repaired and the well was chemically cleaned in 2001. Currently, this well is experiencing a significant loss of capacity, which is an indicator of well screen fouling. A Down Hole Television Survey was completed in September of 2008 and the survey confirmed that significant well screen fouling was present. A water sample was taken by City Staff and analyzed by Water Systems Engineering, Inc. to determine a customized chemical treatment process to correct the well screen fouling. To ensure reliable service from this well, the following rehabilitation is required: Three Phase Chemical Treatment $13,420 Based on past experience on the existing fifteen water wells, an Estimated Total Cost of $54,750 is anticipated at Water Well No. 8. A water sample was analyzed from Well No. 13 and a customized chemical treatment process has been recommended, therefore the total cost of $13,420 is confirmed. The Estimated Total Cost for Water Well Nos. 8 and 13 is $68,170. CITY OF SALINA REQUEST FOR CITY COMMISSION ACTION DATE TIME 12/08/2008 4:00 P.M.
