8.12 Allocate Spec Alcohol Fund CITY OF SALINA REQUEST FOR COMMISSION ACTION DATE TIME 11/19/1990 4:00 P.M. ! Earlier this year, the City Commission directed City staff to solicit requests for proposals for the 1991 / 1992 Special Alcohol Funds. Staff published a notice in the Salina Journal and sent letters to previous applicants. The letter, a copy of which is attached, listed the guidelines for Special Alcohol Funds and set a submission deadline of noon on November 6th. Of the three proposals received, the Central Kansas Foundation proposal was submitted after the deadline. The City Commission should decide whether to waive the deadline requirement before considerin9 the proposals. As you may recall, state law requires that the organization's principal purpose must fall into at least one of four categories: a. Alcoholism and drug abuse prevention and education. b.' Alcohol and drug detoxification. c. Intervention in alcohol and drug abuse. d. Treatment of persons who are alcoholics or dru9 abusers or are in danger of becomin9 alcoholics or drug abusers. In reviewing the three proposals, staff believes the proposals from Citizens Coalition (a) and Central Kansas Foundation (b, c and d) meet the principal purpose criteria. DVACK does provide services which fall into several categories; however, DVACK's principal purpose remains to provide much needed services to those suffering from family violence and sexual assault. For 1991, staff estimates $71,504 will be available in the Special Alcohol budget. Biles BY: Although not bound by previous Commission action, it is worth noting the allocation for 1989 and 1990 was set by determining the dollar amount to be allocated to each organization and then establishing a distribution ratio. Central Kansas Foundation and Citizens Coalition have received 87.17% and 12.83%, respectively, of the Special Alcohol distributions for 1989 and 1990. Recommended action 1. Determine whether the proposal from Central Kansas Foundation will be considered [Deadline requirement waived] and 2. Establish the allocation of Special Alcohol Funds for 1991 and 1992. It should be noted that requests for funding were to meet a noon deadline on November 6th. Central Kansas Foundation submitted their request at 4:53 p.m. on the 6tho The City Commission will need to determine whether to waive this requirement. This item will be on the November 19th agenda for Commission consideration. the 6th
