Award of contract for the 1990 Sidewalk Improvement Program.
Background
During 1988, a survey identified 24.8 miles of arterial streets with missing
sidewalks. The streets identified as highest priority areas are Broadway,
Crawford, Magnolia and Ohio. Criteria for establishing the priority streets
include traffic volumes, pedestrian safety, land availability, pedestrian use
and missing links.
At the September 10, 1990 meeting, the City Commission approved the 1990
Sidewalk Improvement Program. The 1990 Capital Budget includes $50,000 in
sales tax funds for construction of new sidewalks. Additionally, $20,000 in
contingency funds were proposed to be used for this program. The current City
policy calls for a 50-50 cost sharing arrangement between the City and adjacent
property owners. Property owners have the option of paying the full amount
._ within 30 days or have it financed as a special assessment over a 4 year period.
The locations chosen for this years program are'
1. Broadway Boulevard, Armory to Crawford
2. Belmont Boulevard, Quincy to Magnolia
3. Cloud Street, Dover to Broadway
4. Ohio Street, Martin to Ellsworth
5. Republic Avenue, Windsor to Sunset Park

The City's share of this project is $51,120 while the property owners will pay
$13,027.50 for the improvements.
Recommendati on
It is recommended that the City Commission award a contract for the Sidewalk
Improvement Program to Wilson Constructors in the amount of $64,147.50.
