On 8/6/90.the City Commission authorized solicitation of bids
for a computerized register and inventory control system to serve
the Bicentennial Center concession operations.
The following bids were received and opened by the City Clerk on
8/22/90:
I. Di/An Controls Inc., Brockton, Mass
Bid: $25,385.00 plus hotel and travel expenses
2. Tangent Associates Inc., Ft. Lauderdale, FL
Bid: $26,075.00 "
3. Pacer Corporation., Spring, TX; Bothell, WA
Bid: $36,900.00
4. Advanced Business Systems, Manhattan, KS
Bid: $59,290.00
Our report' to you dated 8/6/90 set forth the advantages of such a
system and the number of components.
Funding for the system is budgeted in the City's 1990 CIP. Estimated
cost was $33,000 with an anticipated pay back of approximately 3 years.
Staff Recommendations
We recommend approval o~ the $26,075 bid by Tangent Associates, Inc.
Their bid meets all of our specifications. Additional%y we are
convinced there is a distinct advantage in the fact that their hard-
ware is tailored to the software. Tanget developed the software
which is utilized by the low bidder,~ Di/An Controls Inc. There
being only $690 between the two lowest bids, we feel the difference
is justified. EVen though their hardware has not been in use as

long as Di/An, we feel it will prove to be very reliable. Some of
the larger facilities that will soon have hardware include
the New Orl'eans Superdome, Madison Square Garden and Chicago Stadium.
Their software has been in a number of large venues for several
years, including Busch Stadium in St. Louis, Missouri.
