Agreement with the Kansas Department of Transportation (KDOT) to fund, and an agreement with
Olsson Associates (OA) to design, the replacement of the Greeley Avenue bridge over the old Smoky
Hill River, City project number 08-2709.
BACKGROUND:
The attached agreements will provide for the design and construction of a new bridge on Greeley
Avenue, which is generally located between the Bicentennial Center and Ohio Street.
We originally planned to rehabilitate the existing bridge with KDOT funds in 2010 but our most recent
bi-annual inspection report recommended that the structure be replaced. We then requested that
KDOT upgrade the project from rehabilitation to total reconstruction. KDOT approved this, but said
that due to funding over-allocation, funds would not be available until October 2010 or early 2011.
The bridge inspection report noted that the bridge is now classified as structurally deficient. Based on
an engineer’s recommendation provided by BWR, staff did provide a metal plate at the west approach
to the bridge and reduced its load posting from 25 tons to 5 tons. We’ll continue to monitor this bridge
for any additional changes in its condition that warrant action to ensure the safety of pedestrians and
motorists. There is a concern t hat a long delay in bridge reconstr uction will continue to add to its
deteriorating condition which may result in the closure of the structure. Thus, the City intends to build
the project ahead of KDOT’s pr oposed schedule. The attached agreement between the City and
KDOT states the following.
The City will wholly fund the design, right-of-way acquisition and construction engineering.
The City and/or private utilities will be wholly responsible for any required utility relocations.
The City will wholly fund the project’s construction in advance of October 2010.
KDOT will reimburse the City fo r 80% of actual construction costs when funds become available.
There is a risk that KDOT funds will not become available as they are based on anticipated Federal
bridge funds. The City would then be liable for all project costs. Al though this is a possibility, we
believe it is unlikely that funding will not be available and recommend the arrangement due to the poor
condition of the Greeley Avenue bridge. Current construction estimates indicate that construction will
cost less than $300,000, of which KDOT would be responsible for $240,000, and the City would be
responsible for $60,000.
The attached agreement between the City and OA includes all services required to replace the
Greeley Avenue bridge with a CON/SPAN® modular precast bridge, so me examples of which are
attached. We’ve also met with the Arts and Humanities Department to work with them to incorporate
some aesthetic features into the project.
The City’s Engineering department and the City Attorney have reviewed the agreement and find it to
be acceptable.

OA has agreed to perform the design for a lump sum of $55,000, which is reasonable in proportion to
the anticipated construction costs. If approved, the costs for the design will be financed through the
City's 2008 Capital Improvement Program under the category of "Street Repair." There is $95,000
allocated to the design of this project.
The City has allocated $400,000 from Gas Tax funds in 2010 for the construction of the Greeley
Avenue Bridge. In order to facilitate replacement of this bridge at the earliest possible date, we
recommend re-allocation of 2009 Gas Tax resources in the amount of $300,000. This may defer a
portion of other projects planned from 2009 to 2010. We anticipate receiving reimbursement for
KDOT in 2010 for their share ($240,000) of the project.
COM FORMANCE WITH STRATEGIC PLAN:
Goal #3: The City will provide the highest quality of services, consistent with governing body direction,
available resources, and staff commitment to quality.
RECOMMENDED ACTION:
The City Commission has the following options:
1) Authorize the Mayor to sign KDOT Agreement No. 247-08 for the replacement of the
Greeley Avenue bridge over the old Smoky Hill River and Authorize the Mayor to sign the
agreement with Olsson Associates for design to replace the Greeley Avenue bridge over the
old Smoky Hill River, KDOT project number 85 U-2119-01.
2) Deny the agreements.
Staff recommends Option #1.
