BACKGROUND: In 2007, the City Commission approved the first phase of a seven phase intersection upgrade program to install both green and yellow LED Lights and battery backup systems at our signalized intersections. Currently, all signalized intersections have red LED lights. Those locations in the first phase which received this equipment were: Ohio & Crawford; Ohio & Belmont; Ohio & Magnolia; Ninth & Crawford; Ninth & Magnolia; Crawford & Broadway; and Crawford & Santa Fe. The LED lights are brighter but use 90% less power and are warranted to last up to 10 years, whereas the regular bulbs last about a year. Their unit cost is normally $119 (green), $73 (yellow), $90 (green arrow), $68 (yellow arrow), whereas, regular bulbs cost about $6. The greatest cost advantage with the purchase of additional LED lights is that fewer person hours will be spent in dispatching traffic crews to change bulbs throughout the year. To complete the second phase of this program, we will need to install 103 green, 103 yellow, 17 green arrows, and 17 yellow arrows. The following intersections were selected for the second phase of this program to upgrade signalized intersections with battery backup systems plus green and yellow LED lights. The results were as follows: 1. Traffic Signal Controls, Inc. Topeka, Kansas 2. Gades Sales Company, Inc. Wichita, Kansas Bidder Deliverv Bid 30-45 days $19,442.00 $19,824.00 30-40 days ARO FISCAL NOTE: Funds have been budgeted in the 2008 Sub-CIP Traffic Signalsllntersections budget in the amount of $50,000 for the purchase of battery backup systems and for the purchase of green and yellow LED lights. The cost of the battery backup systems came to $31,500, leaving a balance of $18,500 to cover the expense of LED lights. COMMISSION ACTION OR RECOMMENDED ACTION: Staff recommends the Commission authorize the purchase of traffic signal LED lights at the designated locations (Project No. 08-2722) to Traffic Signal Controls, Inc., in the amount of $19,442.
