Agreement with Kansas State University, College of Technology and Aviation and the City of Salina for
use of gymnasium facility
Background:
The former Salina Recreation Commission and City of Salina have used the K-State gym facility located
in the Schilling area for recreational activities since the mid 1970's. The gym has been utilized for
organized team competition, mostly volleyball and basketball programs, as well as drop in use. The
gymnasium has been used September through April, and was rented approximately 48 hours each
week. Hours typically included 3 to 10:00 p.m. Monday through Friday, 9 a.m. to 6 p.m. Saturday, and
Sunday afternoons. The 1999-2000 rental rate was $25 per hour with supervision provided by K-State.
During discussions with K-State administration this spring, the University noted several changes for
future use agreements. The University expressed a need for increased use of the gym for K-State
programs, resulting in less available time for city programs. Also, though we have had several written
agreements over the years specifying hours and rates, an annual formal agreement with the City for
specified use of the facility is necessary. Previously, rental rates have been determined on a local level,
but all fee schedules are now being standardized with those of the Manhattan campus. Rental rates for
the upcoming year are proposed at $47.50 per hour, with additional supervision to be provided by Parks
and Recreation staff.
Based on the increase in hourly rate and the University's need for additional time for student activities, it
is staff's recommendation to reduce hours of use to maximum 25 hours weekly. We will concentrate our
scheduling on organized activities only, such as fall and spring volleyball leagues, and winter basketball
leagues and tournaments. There will be limited time for open use or practice times, primarily during the
winter basketball season, when gym space is in demand.
Other changes in the proposed agreement will see the gym closed during Thanksgiving and semester
breaks, corresponding with a University shutdown. A tentative schedule is attached identifying proposed
hours of use.
Recommendation:
It is staff's recommendation to approve Resolution 00-5632 authorizing an agreement with Kansas State
University, College of Technology and Aviation for use of the gymnasium from the period September 5,
2000 through April 20, 2000.
