ITEM:
To request City Commission approval to purchase an inflatable rescue boat and trailer.
BACKGROUND:
The request to purchase this rescue boat is in response to several rescue type situations that pointed
to the need for advanced water rescue equipment. First, was the North Salina flooding in May of
2007, during which, the Fire Department was forced to conduct swift water rescues with private "on-
loan" boats. Additionally, there have been several instances at "Indian Rock" involving swift water and
rescue situations that require rescue type boats.
Division Chief of Training and Safety, Larry Hemphill, was assigned the task of analyzing the Fire
Department's responses to these types of incidents and developing a path forward on the issue. A
study group was formed involving the Salina Police Department, Saline County Sheriff's Department,
and the Salina Fire Department. A two phase approach was identified. Phase One is a quick
response inflatable craft capability comprised of two pieces of inflatable equipment and a trailer. The
second phase is comprised of a larger fan style craft. This purchase will complete Phase One.
The City of Salina has numerous locations that can present water rescue situations. Some of
locations that fire personnel may be called upon to conduct a water rescue have remote access along
channels, creeks, and canals. During times of flooding,
torrents of water can be encountered while stranded
citizens are trapped in their homes or pushed into
swollen streams of rapidly moving water. It is critical
that fire personnel have safe dependable rescue craft
available to quickly execute swift water rescues.
The Zodiac Rescue Boat, which is the focus of this
request, is an inflatable rescue craft. The stability of
a Zodiac Rescue Boat, comes from its large
buoyancy tubes and low center of gravity and it is .
practically impossible to capsize. This feature is essential for rescue and recovery operations. This
Zodiac is rated to hold 8 people. The Fire Department is requesting the purchase of a 15 % foot model

complete with trailer and a 50 horsepower Rescue Pro motor. Running a Zodiac requires smaller
outboards than conventional boats to provide better performance. The Zodiac will be carried inflated
and ready for immediate deployment. The Rescue Pro motor is a jet drive motor and has no prop to
become entangled with debris below the service.
The Fire Department went through the formal bidding process to acquire the Zodiac and received no
bids from vendors. The vendors included: Ozark Rescue, Rescue One, Weis Fire and Safety, Hays
Fire Equipment, Conrad Fire Equipment, and Reis Environmental. As an alternative, the Fire
Department sought quotes on the same item from several Zodiac dealers and received one quote
from Reis Environmental, Inc., of St. Louis, Missouri, for $20,035, which include the 50 HP Rescue
Pro outboard motor. That quote is attached.
The trailer quote from "K4Trailers" is $2,100.80 for a Diamond flatbed trailer.
The Fire Department is requesting City Commission approval to the purchase of the Zodiac, motor,
and trailer for a cost of $22,135.80.
FISCAL NOTE:
This is a mid year (2008) CIP approved item. The authorized budget for General Fund vehicles and
equipment is $592,000. To date we have spent $342,459, and have two items remaining to acquire.
The estimated cost for these two items is $177,000. Unexpended authority is thus $72,000, which is
sufficient to acquire the three water rescue items.
CONFORMANCE WITH THE STRATEGIC PLAN:
GOAL #3: The City will provide the highest quality of services, consistent with Governing Body
direction, available resources and staff commitment to quality.
COMMISSION ACTION:
The Fire Administration recommends consideration of the following options:
1) Approve the Zodiac Rescue boat and the 14ft Diamond flatbed trailer purchase for $22,135.80
2) Provide alternate direction to the Fire Department
3) Disapprove the request.
The Fire Administration recommends Option 1.
