ADMINISTRATIVE BRIEF FROM MICHAEL FRASER
Transportation Improvement Project Update for South Ohio and Broadway
/Hageman
South Ohio Corridor Improvements
Construction on the South Ohio Corridor Improvement Project from
Magnolia Road to Schilling Road, which began on March 17, 2008 is
well underway. This is about a $2.6 80/20 Kansas Department of
Transportation (KDOT) project wher e KDOT provides 80% of the
construction and construction engineering (inspection) expenses up
to $3 million while the City is responsible for 20% of the construction
and construction engineering costs, plus design work, right-of-way
land acquisition and utility adjustments. The project calls for the
conversion of a two-lane rural asphalt road into a four-lane urban
concrete street which includes significant improvements in drainage
through the addition of curb and gutter. In addition, there will be a 10’
wide concrete hike and bike path eas t side of Ohio Street that will
connect Schilling Road and Jerry Ivey Park. Current construction is
focused on the new northbound lanes which should be completed
sometime in the middle of August. Following the completion of the
northbound lanes, similar construction will be started to construct the
southbound lanes. The design engineeri ng firm for this project is
Wilson & Company and the general c ontactor is Smoky Hill, LLC of
Salina. Work on this project is scheduled to conclude by early
November.
Broadway/Hageman Intersection Improvements
Work will begin on the Broadway/Hageman Improvement Project
starting on Monday, July 28, 2008 and is expected to conclude by
November 1, 2008. Motorists will encounter work zone controls
that will limit the flow of tra ffic on Broadway to one lane in each
direction during construction and a reduced speed limit of 30 miles
per hour. Residential and business access will be maintained
during construction.

At a day yet to be determined the w eek of August 4-8, Broadway will be completely closed to traffic for
one day while the pedestrian bridge is safely taken down and removed from the jobsite. The public will
be notified in advance on which day the Broadway B oulevard closure and detour will take place.
The proposed project involves the realignment of the intersection of Broadway and Hageman, closure of
the north leg of the intersection, Hageman Avenue just north of Broadway will become a cul-de-sac with
one-way access off of Broadway onto Hageman, median realignment on Broadway, part of Willis Avenue
will be reconstructed, the existing pedestrian bridge will be removed, plus the reconstruction of areas of
curb & gutter along with sidewalk. The design engineering firm for this project is Wilson & Company and
the general contractor is Sm oky Hill, LLC of Salina.
On May 23, 2005, the City Commi ssion accepted a 90/10 grant for up to $500,000 from the Kansas
Department of Transportation (KDOT) for traffic safe ty improvements at the intersection of Broadway
Boulevard and Hageman Avenue. KDOT funding on this project is only for construction and construction
engineering costs (inspection). This grant is made available through Federal Aid Surface
Transportation Program (STP)
Hazard Elimination System (HES)
safety funding for intersections
with high crash histories.
On this $3.75 million project, the
City will have to pay for 10% of
construction and construction
engineering expenses, plus
design work, land acquisition, and
utility adjustments.
Both of these projects are great
additions to the City of Salina
transportation system and will
provide citizens with safer and
more effective options while
driving within the community.
