Memorandum of Agreement on the Schilling Road and 1-135 Interchange Project.
Backgrgund
As you know, the Kansas Department of Transportation has approved grant
funding for the above roadway improvement. Under the grant agreement, local
entities must provide 40% of the total project cost. Based on the total
cost estimate of $2,210,000, the local share comes to $884,000. The
attached Memorandum of Agreement specifies the amount of local share
allocated to the Salina Airport Authority, Saline County and the City of
Salina. Saline County's share would be fixed at $400,000 with the
remaining local match provided by the Airport Authority and the City. Prior
to construction, necessary costs such as design engineering would be divided
according to the percentages stated in the grant application and
incorporated into the agreement.
Recommended Action
It is recommended that a motion be passed authorizing the Mayor and City
Manager to sign the agreement.

MEMORANDUM OF AGREEMENT
This Memorandum of Agreement is made this day of 1990 by
and between Saline County, the City of Sa-lT~-, and the Salina Airport
Authority.
WHEREAS, the Kansas Department of Transportation has approved the Schilling
Road Interchange project from 1-135 to South Ninth Street for construction
in fiscal year 1992 at an estimated cost of $2,210,000, and
WHEREAS, under the terms of the grant award, local entities are responsible
for 40% of the actual total project cost or approximately $884,000.
NOW THEREFORE the undersigned parties hereby agree as follows:
1. Saline County shall contribute a total of $400,000 to the project, no
more and no less. This sum shall include $100,000 in cash with the
remainder consisting of other sources, including but not limited to
federal aid secondary (FAS} funding.
2. In the event that the actual local share of the total project cost
should exceed $884,000, any increase shall be the responsibility of
the City of Salina and the Salina Airport Authority and shall be
divided through joint negotiation between said responsible parties.
3. Any necessary local costs incurred prior to construction (e.g.
right-of-way, utility adjustment, engineering design, etc.} shall be
divided among the parties as follows: City of Salina (27%); Salina
Airport Authority {27%); and Saline County {46%} consistent with the
limitations of paragraphs 1. and 2. above.
