Public Access
Overview
CommunityAccess Television continued to have
strong usage from community members in 2007.
Over the course of the year, 86 community pro-
ducers submitted 920 programs on the public
access channel, totaling 1661.25 hours, the sec-
ond highest total in Access' history. We continue
to have a wide diversity of programming on pub-
lic access, with subjects ranging from football to
economic development discussions to school
concerts to health information and pretty much

We gave out 73 equipment certifications to 47
' people in 2007. These certifications were in pro-
ducing, studio, portable camera, editing, and other
equipment. Our model of offering training "on-
demand" to volunteers continues to work out ex-
tremely well and seems to serve citizens quite
effectively in getting them trained and involved
1 quickly. In fact, over 45% of those certified in
producing in 2007 have gone on to produce at
least one program - one of the highest percent-
ages I've seen in my public access experience.
We continue to improve the equipment in the
facilityaswell. Much of our equipment purchases
in 2007 were "behind- the - scenes," mostly for our
Master Control area as we upgraded our digital
playback capabilities. But we also replaced our
aging miniDV decks in our editing suites, and re-
placed nearly all of our DVD recorders around
the facility. In 2007, we spent over $38,000 on
equipment upgrades.
Other highlights of the year include:
• The "Festival of Stars," in which we recognized
the accomplishments of all our volunteers;
• The Smoky Hill River Festival: we spent 3 1/2
days at the Oakdale Stage taping the various acts.
We had 24 volunteers assist with taping during
the Festival and we ended up with 35 programs.
• Election Programming: we had candidates for
City Commission and USD 305 Board of Educa-
tion tape statements both for the primary and the
general elections last summer and fall. We also
had coverage of the League of Women Voters
forum just before the election, and we reported
the election results live on Election Night.

Due to discontinuation of use of the fiber sys-
tem, the Education Bulletin Board computer was
relocated to Community Access inJune 2007, but
is still maintained by Kansas State University -
Salina staff, and features news and announce-
ments from all local schools. Education Access
continues to be a valuable resource for informa-
tion about educational institutions, events, and
information for the citizens of Salina.

Force Training, and the National Terrorism Pre-
paredness Institute.
The Government Bulletin Board is maintained
by City of Salina and Saline County staff, and it
provides valuable information about city and
county government. Government Access brings
local government closer to citizens, providing a
truly valuable resource.

The community producers of Salina were very

highest total in the history of our organization.
Community Access is a wi nderful resource to our
community. Access has given volunteers the op-
portunity to create programming that has ex-
pressed ideas, opinions, and viewpoints. When
volunteers partner with non - profit agencies to
assist in getting their message out, volunteers are
building stronger community ties and value.
Here are just a few citizen - created programs
that highlighted our community:
DunbarSchool 6th Reunion (2006); Peace Of-
ficer Memorial; Kansas Senior Spelling Bee 2007;
Dept. of Corrections Re -Entry Reduction Forum;
Salina Chamber of Commerce Hall of Fame
Lunch; North American Dancers; Blues Masters
2007; It's a Secret - Stl John Baptist Church;
Sacred heart Football 2007 vs. Beloit Regional
Game; The Web: Solar Energy; Water Conser-
vation & Efficient Use; and many more!
Non - profit organizations use Community Ac-
cess to promote their organizations and upcom-
ing events. Over 30 organizations took advan-
tage of PSA Days, held semiannually to provide
an easy way for non - profits to get their messages
out to the community. Over 150 organizations and
civic groups submitted announcements to the
Community Bulletin Board.
Another way non - profits utilize Community Ac-
cess to showcase their organizations and their
upcoming event(s) through a program titled
"Strictly Salina." Over 50 agencies took advan-
tage of the opportunity in 2007. Strictly Salina
gives non - profits an opportunity to inform the com-
munity about the different ways Salina is served
by their organization.
Community Access' partnership with local
schools provides students with hands -on educa-
tional opportunities. In 2007 Access had interns
from Kansas Wesleyan and USD 305 High
Schools. CommunityAccess also partnered with
the Saline County Sheriffs Department to partici-
pate in Gang Resistance Education and Training
(G.R.E.A.T.) Camp and the Smoky Hill Museum
Junior Explorers Program. Another community
partnership was with the K -State at Salina Up-
ward Bound Program. These partnerships give
Community Access an opportunity to inform our
community, as well as work with the youth of Sa-
line County and surrounding counties. Commu-
nity Access continues to coordinate coverage of
the Tri- Rivers Parade, Smoky Hill Museum Street
Fair Parade, and the Parade of Lights.
Community Access continues to partner with
the Salina Arts.and Humanities to provide cover-
age of the Smoky Hill River Festival. Community
Access gives a voice to those whose ideas and
opinions would not be heard otherwise. We con-
tinue to be dedicated to our mission of providing
training, equipment, and channel time to individu-
als from all walks of life, ensuring that Commu-
nity Access will always be a place that encour-
ages the free and open exchange of ideas.

The training and certification of volunteers is critical to the success of Com-
munity Access Television. Familiarity with the policies, procedures, and equip-
ment are essential for the volunteer experience to be a successful and
