CONSIDERATION OF REQUEST FROM SALINE COUNTY FAIR BOARD FOR A $10,000
CONTRIBUTION.
Issue
Mr. Kenneth Wasserman, representing the Fair Board, has sent the attached
letter, asking that the $10,000 funding request be placed on the Commission
agenda.
In his letter, Mr. Wasserman notes as the reason for the request that 72% of 4-H
exhibitors come from within the city limits of Salina. S~line County currently
provides $14,000 public funding for the Fair from tax funds. The Fair Board did not
approach the City with a 1990 funding request during our budget preparation time~
Staff Comment:
It is important for ~11 of us to remember that City of Salina taxpayers also pay
Saline County taxes./The current $14,000 County tax subsidy is clearly not provided
by taxes only from rural residents. Actually, approximately $10,000 (72%) of the
current tax contribution ($14,000) comes from taxpayers within the city limits..
This means that Salina residents are already paying their "fair share", if based on
residence of 4-H exhibitors. Adding another $10,000 from city residents alone
would mean that Salinans would be paying 83% of the tax subsidy for the fair.
Options:
1. Approve the requested amount.
2. Approve a lesser amount.
3. Deny the request. .Advise the Fair Board to reapproach the Saline County
Commission if additional county-wide tax support is needed.
4. Defer action and advise the Fair Board to make a 1991 budget request in June
1990, when Other groups normally make city budget requests.

RE: Saline County Fair Board Request for Funding
Dear Dennis:
I would appreciate it if you would put the funding Request
from the Saline County Fair Board on the February 5, 1990 City
Commission agenda.
Approximately 72% of the 4-H exhibitors come from within the
city limits of Salina, and the Fair Board feels that it is
reasonable to request that the City assist in sponsoring the Fair
as the County does. The current contribution from the County is
$14,000.00, and the Board feels a contribution of $10,000.00 from
the City is not an unreasonable request.
