Administration ORIGINATING DEPARTMENT: APPROVED FOR NO. 8I AGENDA: , Engineering ITEM NO. 4 BY: Shawn O'Leary BY: ~ Item Rejection of bids for the Ninth and Cloud Street Intersection Improvements, Project No. 91-841, and setting a new bid date. Background This project involves pavement, drainage and signal improvements which will serve to create a conventional intersection configuration. One primary goal of the project is to allow for dedicated left-turn lanes with protective signal phases on all legs of the intersection. Currently, the intersection experiences much traffic congestion at peak periods due to the lack of control with left turning movements, especially on Cloud Street. A sketch illustrating the improvements is attached for your review. Four bids were received for the project on Tuesday, October 8, 1991 as follow: Bidder Amount Schedule Wilbur Construction Co., Salina $63,450.25 Jan. 15, 1992-June 12, 1992 Wilson Constructors, Inc~, Salina 63,897.00 Nov. 1, 1991-Apr. 29, 1992 J. H. Shears Sons', Inc., Salina 69,622.75 Mar. 1, 1992-May 14, 1992 Smoky Hill, Inc., Salina 70,155.00 Oct. 28, 1991-Jan. 26, 1992 The Engineer's estimate for the project is $54,835.00. It is staff's opinion that the bids were unbalanced in terms of the "traffic signal modification" item, which alone accounts for a difference of over $10,000 between the Engineer's estimate and all bids. It is recommended that the project be bid again with the exclusion of the traffic signal modification. That work would then be handled in-house or by separate contract. Recommendation It is recommended that the City Commission reject all bids and set a new bid date of November 12, 1991 for the project and Monday, November 18, 1991 as the date to award the contract.
