8.3 No Parking Sign Coronado School CITY OF SALINA REQUEST FOR CITY COMMISSION ACTION DATE 04/21/2008 TIME 4:00 P.M. BACKGROUND: City staff has been requested by the Police Department, Coronado School, and concerned citizens to investigate the congestion problems faced by Coronado School during peak loading and unloading times. The area has a signed school zone along the west side of Coronado School, from Neal Avenue to Irene Street. Along the north side of Coronado School, the School Zone is from Ray Avenue to the railroad tracks east of the school. There are currently No Parking signs along the north side of Coronado School, as this was the designated loading and unloading area prior to the reconfiguring of the school that now makes the west side the primary loading and unloading area. However, when this change of primary entrance was made, no action was taken to relocate the signs. Additionally, it has been noted that the time frame for the proposed signs should be increased. The existing signs have an enforceable timeframe of 7:30am - 3:30pm, but Coronado School does not dismiss students until 3:35pm. We believe that by installing loading zone signs along the east side of Ray Avenue, and installing no parking signs along the west side of Ray Avenue, in addition to extending the timeframe of the signs from 7:30am - 3:30pm, to 7:30am - 4:00pm will help alleviate the congestion problems currently faced by faculty, students, and parents during peak loading and unloading times. The request before you today is threefold. The issues included are as follows: . Modify the existing signs along the south side of Neal Avenue to extend the enforcement time to 4:00. A picture of the existing sign along Neal Avenue is attached. . Install signs that read "No Parking Passenger Loading School Days 7:30 - 4:00" on the east side of Ray Avenue, from the intersection with Neal Avenue, to the intersection with Laura Street. . Install signs that read "No Parking School Days 7:30 - 4:00" on the west side of Ray Avenue, from the intersection with Neal Avenue, to the intersection with Laura Street. On April 11, 2008, letters were sent out to the adjacent property owners along the area proposed for new No Parking signs (Ray Ave. from Neal Ave. to Irene St.). To date, the Engineering Division has received no responses. In response to a Police Department request to improve the conditions along Ray Avenue due to the increased traffic caused by South Ohio construction, temporary emergency signage was placed along both sides of Ray Avenue. This temporary signage reads "No Parking Passenger Loading School Days 7:30 - 4:00". Additionally, the Police Department has committed to an increased presence in the area to not only help enforce the no parking issue, but to also help monitor the speeds of the cut-through traffic that has resulted from the Ohio Street construction. FISCAL NOTE: The amount can be paid from the operating budget of the Traffic Control Division, Account No. 100-360-847.000, which is typically used to repair, update or improve existing traffic signals annually. RECOMMENDATION: It is recommended that the City Commission approve the modification of the existing sign along Neal Avenue, and the installation of previously mentioned new signs along Ray Avenue, all in the area of Coronado School. cc: Deputy Chief Marshall Lt, Russ Lamer, PD Amy Lange, USD 305 -- --
